Job summary

Eastern General Hospital is seeking a seasoned professional to lead strategic manpower planning and analytics. You will collaborate with HR Business Partners, Finance and departments to translate service plans into workforce requirements, monitor utilisation, and provide data-driven insights for decision‑making.

Qualifications

• Degree in HR, Business Analytics, Statistics, Economics, or related discipline.
• Postgraduate qualifications in HR, Workforce Planning, Analytics, or related field are an advantage.
• At least 8 years of relevant manpower planning/workforce analytics experience in a large organisation.
• Strong analytical and problem‑solving skills with the ability to translate data into insights.
• Experience with manpower funding frameworks, workforce planning methodologies, or healthcare workforce management.
• Advanced Excel; working knowledge of Power BI, Tableau, or other data visualisation tools.
• Experience with HRIS position management or HR analytics systems preferred.
• Strong stakeholder management, communication, and presentation skills.

Responsibilities

• Develop, maintain, and monitor manpower plans across job families and functions.
• Develop short and long-term manpower forecasts and workforce ramp‑up plans.
• Support reporting, budgeting, reforecasting and funding submissions.
• Analyse workforce metrics and translate findings into actionable recommendations.
• Develop dashboards, forecasts, and management reports for senior leadership and external stakeholders.
• Establish governance frameworks for data standards and manpower information.
• Develop workforce models, staffing norms, and cost projections.
• Conduct scenario modelling on service changes, hiring timelines and workforce mix.
• Maintain organisation structures and HRIS records for accurate manpower data.
• Support manpower governance and position management changes.
• Partner with HRBPs and department leaders to identify optimisation opportunities.
• Lead and coach the manpower planning and analytics team.
