Eastern General Hospital (EGH) is a 1,000-bed hospital in Bedok North that will provide a comprehensive range of inpatient and outpatient clinical specialties and healthcare services, covering emergency, acute and secondary care. As a digitally enabled and patient-centred hospital, it will leverage innovative technologies to provide excellent care, and journey closely with patients and the community towards healthier, more fulfilling lives.
You will support the development and implementation of strategic manpower planning and workforce analytics for Eastern General Hospital (EGH). You will work closely with HR Business Partners, Finance and departments to translate service and operational plans into manpower requirements, monitor manpower utilisation and provide data-driven insights to support workforce planning and management decision-making.
Key Responsibilities
- Develop, maintain, and monitor the organisation's manpower plans across job families and functions, ensuring alignment with organisational priorities, service requirements and approved establishment.
- Develop short and long-term manpower forecasts, including workforce ramp-up plans, taking into consideration approved establishment, hiring trajectory, attrition and operational readiness.
- Support related reporting and claim process, manpower planning, budgeting, reforecasting and funding submissions
- Analyse workforce metrics, including headcount, vacancies, attrition, talent pipelines, productivity, and other key indicators, and translate findings into actionable recommendations.
- Develop and present manpower dashboards, forecasts, workforce analytics, and management reports to support senior leadership and external stakeholders as required.
- Establish, review, and maintain manpower planning policies, processes, data standards, and governance frameworks to ensure accurate and reliable workforce information.
- Develop workforce models, staffing norms, and cost projections to support future manpower planning and organisational growth.
- Conduct scenario modelling and analysis to assess the manpower and cost implications arising from changes in service requirements, hiring timelines and workforce mix.
- Maintain organisation structures and position management records and work with relevant stakeholders to ensure the accuracy and integrity of manpower data in the HR Information System (HRIS).
- Support manpower governance relating to position managements, job-level changes, advance hiring and other manpower movements.
- Partner HR Business Partners and department leaders to identify opportunities for workforce optimisation, productivity improvement and appropriate workforce mix.
- Lead and coach the manpower planning and analytics team, driving continuous improvement and analytical excellence.
Requirements
- Degree in Human Resources, Business Analytics, Statistics, Economics, or a related discipline.
- Postgraduate qualifications in Human Resources, Workforce Planning, Analytics, or a related field will be an advantage.
- At least 8 years of relevant experience in manpower planning, workforce analytics, strategic workforce planning, or a related HR function within a large and complex organisation.
- Strong analytical and problem-solving skills, with the ability to interpret complex workforce data and translate findings into meaningful insights and recommendations.
- Working knowledge of manpower funding frameworks, workforce planning methodologies, or healthcare workforce management practices will be an advantage.
- Advanced proficiency in Microsoft Excel, with working knowledge of Power BI, Tableau, or other data visualisation tools.
- Experience with HRIS position management, workforce or HR analytics systems is preferred.
- Strong stakeholder management, communication, and presentation skills, with the ability to engage stakeholders at different levels
- Proven ability to lead teams and manage multiple priorities in a dynamic and fast-paced environment.
