Job summary

The Early Childhood Development Agency (ECDA), under the Ministry Of Social And Family Development in Singapore, seeks a grant administration lead to oversee funding for ECDA-funded programmes serving children with developmental needs and lower-income families.

You will ensure timely grant set-up, budget monitoring, disbursement, claims processing and audit follow-up with strong governance and cross‑functional collaboration.

Qualifications

• Bachelor’s degree required; relevant working experience preferred.
• Experience in grant administration, financial operations, or governance is required.
• Experience in audit, programme implementation, operations-policy or service management would be an advantage.
• Experience leading a team would be an advantage.
• Strong analytical and problem-solving skills with the ability to structure complex issues and synthesize information.

Responsibilities

• Oversee grant administration and governance for ECDA-funded programmes that support children with developmental needs and lower-income households.
• Develop and maintain grant administration frameworks, SOPs, templates and controls.
• Provide guidance to programme teams on funding arrangements, compliance, and documentation standards.
• Analyse grant, budget, operational and audit information to identify risks and opportunities.
• Lead improvements to grant administration processes and supervise the grants team.
