Job summary

Activate Interactive Pte Ltd in Singapore is seeking a senior enterprise architect to lead MinLaw's Case Management Platform (CAMP) architecture and AI integration. You will design and govern OutSystems-based solutions, ensure performance and security, and align with Enterprise Architecture and IM8/ICT&SS policies.

You will collaborate with MinLaw teams, apply agentic AI capabilities (e.g., Bedrock), and drive reusable components, observability, and governance across the platform.

Qualifications

• Degree or Diploma in Computer Science, Computer Engineering, Information Technology or related disciplines.
• At least 7 years of relevant work experience, including at least 3 years as a technical lead or system architect.
• Hands-on experience in at least 3 full project development life cycles.
• Experience in designing and implementing enterprise applications on the OutSystems low-code platform, including reusable modules, integrations and performance tuning.
• Solid understanding of Service Oriented Architectures, web services and APIs, and public web sites / eservices development. Experience in server-side .Net and/or Java development is an advantage.
• Strong organization and people handling skills.
• Excellent communication skills, both oral and written, with the ability to pitch ideas and influence stakeholders.
• Strong understanding of GovTech techstack to ensure platform interoperability with WOG common products and services.
• Experience governing a Centre of Excellence for application platforms and common agentic services with demonstrated success in managing controls and observability.
• Experience defining non-functional requirements and designing for high performance, high availability and scalability.

Responsibilities

• The Service Personnel will be appointed individually and will work with MinLaw personnel, application teams, other appointed resources and relevant stakeholders.
• Define the architecture blueprint of the organisation's business, information and ICT assets, by using multiple architectural models.
• Define the application platform reference architecture (for OutSystems) and reusable component standards for the case management platform.
• Govern application architecture quality and the integration of applications hosted on the case management platform with the enterprise AI Foundation Platform and the shared agentic AI modules.
• Define non-functional requirements for the case management platform (performance, scalability, availability, resiliency and security).
• Define the observability architecture for applications hosted on the case management platform and AI agents.
• Define the reference architecture for agentic AI on the case management platform, including agent patterns and integration.
• Ensure designs comply with IM8 / ICT&SS management policies, and lead the architecture and security submissions for the case management platform and agentic AI changes.
• Conduct proactive reviews of platform and application controls and report control health to the Agency.
