Job summary

Circulate Capital is seeking a Global People and Operations Manager to lead HR and infrastructure operations from its Singapore headquarters. You will own the employee lifecycle, policies, and total rewards, while guiding IT risk management and vendor relationships to support a growing firm.

You will partner with the Executive Committee to shape culture, drive engagement, and ensure compliance across multiple jurisdictions.

Qualifications

• 7+ years managing HR systems in SMBs or nonprofits under 200 employees.
• Experience with international operations across multiple jurisdictions.
• Fluent English written and spoken; strong communication with executives.
• Proficiency in Google Workspace, Microsoft Office, Zoho, Zoom.
• Interest in impact, sustainability and diversity.

Responsibilities

• Manage full People lifecycle from recruitment to offboarding.
• Maintain and improve HR policies in line with labor laws.
• Collaborate with Leadership Forum to drive culture and engagement.
• Coordinate HR reporting including LP and regulatory reporting.
• Oversee HR data systems such as Zoho People.
• Handle incidents, grievances, and whistle-blowing per policies.
• Evaluate third-party providers and contract renewals.
• Oversee internal communications, newsletters and knowledge assets.
• Support IT policy reviews and tech risk management.
• Liaise with third-party IT service providers.
• Manage procurement for equipment and services.
• Assist Executive Committee on firmwide projects.
• Serve as office manager at Singapore HQ.
