Job summary

PETROGAS SHIPPING PTE. LTD. is seeking a senior Technical Manager to lead the technical squad in Singapore. You will ensure that the fleet operates in accordance with statutory maritime regulations, company policy, client performance, and budget constraints.

You will oversee maintenance, PMS, ship visits, audits, energy conservation, and environmental protection, guiding Masters and Chief Engineers to make correct decisions while controlling costs and ensuring safe, compliant operations.

Responsibilities

• 1) Ensure fleet operations comply with statutory maritime regulations, company policy, client performance and budget requirements.
• 2) Monitor all aspects of effective QHSE standards implementation.
• 3) Provide necessary support and guidance to the CE & Master onboard vessels to enable correct decisions.
• 4) Maintain filing system per company procedures, class, manufacturers, etc.
• 5) Conduct ship visits and complete ship visit reports per the company system.
• 6) Carry out ship audits and safety inspections as required.
• 7) Implement proactive measures to prevent incidents.
• 8) Investigate incidents, near misses and initiate corrective actions to prevent recurrence.
• 9) Prepare and submit incident investigation reports to Management for review and external parties.
• 10) Conduct appraisal of Officers onboard and recommend actions.
• 11) Conduct pre-selection interviews of senior ER officers.
• 12) Liaise with external parties for guidance/inquiries (class, oil majors, ship owners, suppliers).
• 13) Monitor expenditure of all vessels and keep costs within budgets.
• 14) Oversee PMS implementation to reduce breakdown costs.
• 15) Implement environmental protection and fleet energy conservation processes.
• 16) Assist the FM to lead the fleet engine department work.
• 17) Monitor overhaul costs and dry-docking assessments.
• 18) Monitor daily fuel oil consumption and advise on fuel management and maintenance.
• 19) Maintain good communication and cooperation with technical and other departments.
