Job summary

SCG Partners seeks an experienced Facilities Manager to lead the operation, maintenance, and safety of healthcare building infrastructure in Singapore. You will manage engineers, technicians and external contractors to ensure high service standards and continuous building operations.

You will oversee preventive/corrective maintenance, conduct site inspections, coordinate with owners and consultants, and drive budget, tender and audit processes while upholding strict safety and governance.”

Qualifications

  • Eligibility: Singaporean or PR only.
  • Bachelor’s Degree or Diploma in Mechanical or Electrical Engineering or equivalent.
  • Minimum 10 years of relevant facilities management and project experience.
  • 5.5-day work week commitment.
  • Healthcare facility management experience preferred.
  • Strong leadership, organizing and multi-project coordination.
  • Budget management, tender preparation and audit compliance background.
  • Excellent verbal and written communication and interpersonal skills.
  • Proactive, self-motivated and able to work under pressure.
  • High integrity and service-oriented mindset.

Responsibilities

  • Lead engineers, technical staff and contractors to ensure optimal building operations.
  • Plan training programs to upskill staff for maintenance tasks.
  • Build relationships with owners, clients, end-users and internal teams.
  • Assign staff to breakdown calls ensuring prompt resolution.
  • Oversee preventive and corrective maintenance per schedules and checklists.
  • Perform regular site inspections for compliance and readiness.
  • Investigate maintenance issues and coordinate rectifications.
  • Provide technical solutions and collaborate with owners, consultants and contractors.
  • Prepare annual budget and manage project costing and control.
  • Review contractor performance, payment certificates and tender documents.
  • Enforce safety procedures and prepare operational reports for clients.
  • Close out internal and external audit reports timely.
  • Maintain inventory control and general housekeeping.

Work Arrangement: On-site | Full-time (5.5 days/week)

Role Overview

We are seeking an experienced Facilities Manager to oversee the complete facility management, operation, and maintenance of healthcare building infrastructure and estates. You will lead an operational team of engineers, technical officers, supervisors, technicians, and external contractors to maintain high service standards, strict safety compliance, and uninterrupted building operations.

Key Responsibilities
Operational & Team Leadership
  • Manage and direct engineers, technical staff, and contractors to ensure optimal building operations.
  • Plan training programs to upskill staff and ensure capability for all repair and maintenance tasks.
  • Establish strong working relationships with building owners, clients, end-users, and internal teams to build confidence and trust.
  • Assign technical staff to breakdown calls and complaints, ensuring prompt resolution.
Maintenance & Service Delivery
  • Oversee strict execution of preventive and corrective maintenance in accordance with contractual schedules and checklists.
  • Conduct regular site inspections across all systems to verify compliance and operational readiness.
  • Handle facility maintenance complaints, conduct investigations, and coordinate effective rectification works.
  • Provide technical solutions and collaborate with owners, consultants, and contractors to meet functional engineering requirements.
Financial & Budgetary Management
  • Responsible for annual budget preparation, submission, and ongoing project costing and control.
  • Review, approve, and certify contractor performance assessment reports and payment certificates.
  • Prepare and manage tender documents and specifications for required service contracts.
Safety, Compliance & Governance
  • Enforce strict compliance with safety procedures, house rules, and workplace disciplines among staff and contractors.
  • Prepare daily, weekly, and monthly operational reports for client submission.
  • Manage and close out internal and external audit reports promptly.
  • Ensure proper inventory control, safekeeping of hand tools, and strong general housekeeping standards.
Strategic Improvements & Project Oversight
  • Study, propose, and implement feasible energy or operational improvement initiatives.
  • Coordinate with external agencies for major repairs, additions, and new facility initiatives.
  • Escalating status reports on major issues and works directly to Head of Facilities Management.
Requirements
  • Eligibility: Singaporean or Singapore Permanent Resident (PR) only.
  • Education: Bachelor’s Degree or Diploma in Mechanical Engineering, Electrical Engineering, or equivalent field from a recognized institution.
  • Experience: Minimum 10 years of relevant facilities management and project work experience.
  • Experience managing healthcare facilities is strongly preferred.
  • Schedule: Able to commit to a 5.5-day work week.
  • Strong leadership, organizing, and multi-project coordination capabilities.
  • Proven budget management, tender preparation, and audit compliance background.
  • Excellent verbal and written communication skills with strong interpersonal capabilities.
  • Proactive, highly self-motivated, and capable of working under pressure with minimal supervision.
  • High level of integrity, professional initiative, and a service-oriented mindset.
