Job summary

Public Service Division is seeking a policy-focused professional to contribute to strategic manpower planning and sector development in Singapore's Islamic religious sector. You will analyze workforce trends, engage stakeholders and develop evidence-based recommendations, including through the Manpower Planning Study and Continuing Professional Education reviews.

Qualifications

• Tertiary education in relevant discipline.
• 1–2 years of relevant experience in research, workforce planning, stakeholder engagement or project management.
• Strong Excel and data analysis skills.
• Good written and verbal communication skills.
• Strong organisational and interpersonal skills; ability to manage multiple workstreams.

Responsibilities

• Contribute to sector-wide workforce planning and development initiatives, addressing current and emerging manpower needs.
• Undertake key workstreams under the Manpower Planning Study, including analysing manpower demand and supply, workforce trends and capability gaps.
• Translate quantitative and qualitative findings into actionable insights, reports and recommendations for manpower strategies.
• Manage assigned project workstreams, including planning, monitoring milestones, managing risks and ensuring timely delivery of outcomes.
• Coordinate with consultants, vendors and stakeholders to oversee project deliverables and ensure implementation requirements are met.
• Conduct policy research, environmental scans and benchmarking studies on workforce development, professional recognition and capability-building frameworks.
• Contribute to the review and enhancement of Continuing Professional Education (CPE) policies for Asatizah, including professional development requirements and emerging competency needs.
• Engage Islamic institutions, religious organisations, employers and government agencies to understand sector needs and development priorities.

[What the role is]

[What you will be working on]

Sector Planning and Manpower Development

• Contribute to sector-wide workforce planning and development initiatives, addressing current and emerging manpower needs.

• Contribute to the review and enhancement of Continuing Professional Education (CPE) policies for Asatizah, including professional development requirements and emerging competency needs.

Stakeholder Engagement and Sector Collaboration

• Engage Islamic institutions, religious organisations, employers and government agencies to understand sector needs and development priorities.

[What we are looking for]

• A tertiary education in Economics, Islamic Studies, Public Policy, Social Sciences or a related discipline.
• Preferably 1–2 years of relevant experience in research, workforce planning, stakeholder engagement or project management.
• Strong analytical and problem-solving skills, with proficiency in Microsoft Excel and experience in data analysis.
• Good written and verbal communication skills, including the ability to prepare clear reports and deliver presentations.
• Strong organisational and interpersonal skills, with the ability to manage multiple workstreams and engage diverse stakeholders effectively.
• An appreciation of Singapore’s socio-religious landscape and cultural sensitivity when dealing with religious matters.

Successful candidate will be appointed on a contract basis.
