Job Description
HR Operations & Employee Lifecycle Management
- Manage the full employee lifecycle for assigned divisions, including contracts, confirmation, annual renewals, transfers and offboarding.
- Maintain accurate and timely HRIS records, ensuring data integrity for all assigned employees.
- Process HR transactions and employment documentation in accordance with SAAC's policies and approval workflows.
- Prepare regular and ad hoc HR reports.
Talent Acquisition Support
- Execute end-to-end recruitment for assigned positions, including job posting, candidate screening, interview coordination and reference checks.
- Prepare interview packs and coordinate structured selection panels with hiring managers.
- Manage the offer, acceptance and pre-onboarding process for successful candidates.
- Maintain up-to-date recruitment trackers and provide progress updates to stakeholders.
Onboarding & Offboarding
- Coordinate onboarding programmes including orientation schedules, buddy assignment and probation tracking.
- Conduct exit interviews, analyse exit data and elevate trends to the HR Assistant Manager.
- Ensure smooth offboarding including final pay calculations, work pass cancellations and asset returns.
Performance Management Support
- Administer the performance management system, distributing forms, tracking completion and sending reminders.
- Support managers in understanding the performance appraisal process and documentation requirements.
- Compile and summarise performance data for calibration sessions and pay review exercises.
- Flag performance-related concerns to the HR Assistant Manager for further advisory support.
Learning & Development Administration
- Coordinate training registrations, attendance tracking and funding applications for assigned divisions.
- Maintain training records in the HRIS and produce training reports for L&D planning.
- Liaise with training providers and SAAC's L&D function to schedule and confirm learning activities.
- Disseminate SkillsFuture course information and promote training participation among staff.
Employee Relations Support
- Provide first-level guidance to staff and managers on HR policies, leave entitlements and employment terms.
- Assist the HR Assistant Manager in managing minor ER cases and documenting case records.
- Promote awareness of SAAC's grievance process, employee assistance resources and code of conduct.
- Flag complex ER matters promptly to the HR Head for advisory.
HR Projects & Continuous Improvement
- Participate in HR projects such as policy reviews, HRIS upgrades and HR process improvements.
- Identify opportunities to streamline HR administrative processes and enhance service quality.
- Guide and support the HR Executive in their day-to-day tasks and professional development.
- Contribute actively to team meetings, knowledge sharing and HR events.
Job Requirement
Minimum Qualifications
- Diploma or Bachelor's Degree in Human Resource Management, Business Administration, Psychology, or equivalent.
- IHRP Certified Professional (IHRP-CP) preferred or actively pursuing.
- Relevant SkillsFuture-funded HR courses or WSQ HR qualifications an advantage.
Experience
- Minimum 3–5 years of HR operations or generalist experience.
- Familiarity with the Employment Act, MOM leave regulations and HR best practices in Singapore.
- Working knowledge of an HRIS platform (e.g., SAP SuccessFactors, Oracle HCM, Workday, or similar).
- Experience in social service, healthcare or non-profit organisations preferred.
- Some experience guiding or mentoring junior HR staff.
