SINDA seeks a proactive, detail-oriented HR professional passionate about recruitment, employee experience, and data-driven HR operations. Responsibilities
Talent Acquisition & Recruitment
- Manage end-to-end recruitment for permanent, contract, temporary, part-time positions and internship opportunities
- Partner with hiring managers to understand manpower requirements and develop effective sourcing strategies
- Draft and publish job advertisements across various recruitment platforms
- Actively source and engage suitable candidates through recruitment portals, professional networks and other sourcing channels
- Screen resumes, conduct interviews (onsite and virtual), coordinate interview logistics and perform reference checks
- Build and maintain relationships with educational institutions to support internship recruitment initiatives
- Coordinate onboarding and offboarding activities to ensure a positive employee experience
- Prepare employment contracts and employee lifecycle letters
- Maintain applicant tracking systems and recruitment databases
- Monitor recruitment metrics and prepare regular hiring reports for management review
HR Operations & Administration
- Maintain accurate and updated employee records within the HR Information System (HRIS)
- Support annual manpower and budget planning exercises
- Prepare HR reports, dashboards and workforce analytics to support management decision-making
- Track HR expenditure and perform monthly budget reconciliation
- Monitor budget utilisation and support procurement-related processes
- Manage inventory of HR collaterals, employee engagement materials and stationery
- Ensure compliance with organisational policies, SOPs, employment legislation, financial controls and procurement guidelines
- Coordinate and follow up on HR projects, audits and ongoing departmental initiatives
- Support continuous improvement and digitalisation of HR processes
- Perform any other duties assigned by the Reporting Officer and Head of Department
Requirements
- Degree in Human Resources, Business Administration or a related discipline. IHRP certification will be an advantage
- Minimum 2 years of relevant experience in recruitment, talent acquisition, or HR operations, gained within an in‑house HR, recruitment agency, or shared services environment. Exposure to the public, social service, or non‑profit sector would be an added advantage
- Good knowledge of Singapore employment legislation, Tripartite Guidelines, and fair employment practices, coupled with experience in recruitment, candidate management, and workforce planning. Proficiency in using recruitment platforms and applicant tracking systems (ATS), including LinkedIn Recruiter, JobStreet, and MyCareersFuture, would be preferred
- Proficiency in Microsoft Office applications, particularly Excel, with strong data analysis and reporting capabilities, including the use of PivotTable and XLOOKUP/VLOOKUP; Familiarity with data visualisation tools (e.g., Excel dashboards, Power BI, Tableau) will be an advantage
- Excellent verbal and written communication skills
- Ability to work independently and collaboratively in a fast‑paced environment
- Willingness to support organisational events outside normal office hours when required. Approved additional hours worked will be compensated through time‑off‑in‑lieu in accordance with organisational policies
