Job summary

PERSOL in Singapore is seeking a Learning & Development Designer on a 1 year contract to design and deliver learning solutions that build essential workplace competencies for public service delivery.

You will develop instructional design capabilities, manage stakeholders and projects, and conduct market research to keep programmes current and impactful.

Qualifications

Responsibilities

• Conceptualise online, blended or classroom learning interventions focused on innovation and foundational competencies.
• Collaborate with subject matter experts to shape outcomes and develop training materials.
• Assess impact and monitor effectiveness of learning interventions at trainee/organization level.
• Partner with agency stakeholders to design targeted interventions and resources.
• Oversee end-to-end programme development within scope, budget and timelines.
• Research emerging practices to keep programmes cutting-edge and aligned with sector developments.
• Support public agencies on transformation journeys using design thinking and process improvement.

You will design and deliver learning solutions that enhance essential workplace competencies, helping to shape how public officers develop innovation and foundational skills for effective public service delivery. Through this role, you will develop competencies in instructional design and learning methodology application, stakeholder and project management, as well as market research and trend analysis.

Job Description:

• Conceptualise online, blended or classroom learning interventions for the Company (eg. identify learning needs, design curriculum, work with subject matter experts to develop training materials and evaluate learning interventions) focused on innovation and foundational competencies
• Work with subject matter experts to shape the course learning outcomes and develop training materials.
• Assess and monitor the impact and effectiveness of learning interventions at the individual trainee and/or organization level.
• Partner with agency stakeholders to assess capability gaps, design targeted interventions, and produce learning resources
• Oversee end-to-end programme development and manage stakeholder relationships to ensure successful project delivery within scope, budget and timelines
• Research emerging practices in learning and development to ensure programmes remain cutting-edge and aligned with sector developments
• Contribute to consultancy projects to support public agencies in their transformation journey, by applying methodologies such as design thinking and process improvement

Job Requirements:

• At least 2-4 years of relevant working experience in L&D and instructional design.
• Strong organisational, analytical, project management and communication skills
• Self-motivated, proactive, meticulous and resourceful
• Ability to work and thrive in a fast changing work environment
• Possess professionalism and confidence in dealing with people at all levels, especially with stakeholders in our lead agencies
