Job summary

IAQ Engineering (SG) PTE. LTD. seeks an Engineering Manager (Design) to lead and manage the engineering design function across multiple projects in a fast-paced facility environment.

You will mentor engineers, drive standardisation of practices, review technical submissions, and coordinate closely with project teams, subcontractors and clients to ensure compliant, constructible and cost-effective designs.

Qualifications

  • Degree in Mechanical, Chemical, Electrical or Building Services Engineering.
  • Typically 8–12 years of relevant engineering experience with leadership exposure.
  • Experience in semiconductor, cleanroom, pharmaceutical, data centre or high-tech facilities is advantageous.

Responsibilities

  • Lead and manage the engineering/design team across multiple projects.
  • Plan and allocate engineering resources according to project priorities.
  • Review client specifications, drawings and technical requirements.
  • Coordinate multidisciplinary design to avoid clashes and scope gaps.
  • Provide design governance and ensure compliance with codes and standards.
  • Support tendering and business development with technical inputs.
  • Mentor engineers and drive standardisation and continuous improvement.

Job description

1. Position Summary

TheEngineering Manager (Design) is responsible for leading and managing theengineering design function, ensuring that all engineering deliverables aretechnically sound, compliant with project specifications and applicablestandards, constructible, cost-effective, and completed within the requiredproject schedule.

The rolewill provide technical leadership to the engineering team and work closely withProject Managers, Business Development, Procurement, Construction,subcontractors, consultants, vendors, and clients throughout the tender,design, construction, testing and commissioning phases.

TheEngineering Manager will also be responsible for developing engineeringstandards, improving design processes, mentoring engineers, managing designrisks, and ensuring proper coordination across all engineering disciplines.

2. Key Responsibilities
A. Engineering& Design Management
  • Lead and manage theengineering/design team across multiple projects.
  • Plan and allocate engineeringresources according to project priorities and schedules.
  • Establish the overall engineeringand design strategy for each project.
  • Review client specifications,drawings, tender documents, RFQs/RFPs and technical requirements.
  • Ensure designs comply withcontractual requirements, applicable codes, standards, authority requirementsand company engineering practices.
  • Review and approve engineeringcalculations, specifications, drawings, datasheets, material selections andtechnical submissions.
  • Ensure designs are practical,constructible, maintainable and commercially viable.
  • Identify technical risks and developappropriate mitigation measures.
  • Drive standardisation and continuousimprovement of engineering designs and processes.
B. MultidisciplinaryDesign Coordination

Coordinateengineering activities involving disciplines such as:

  • Mechanical systems
  • HVAC and cleanroom systems
  • Process exhaust and ventilation
  • Process piping and utility systems
  • Electrical and control systems
  • Instrumentation
  • BMS / BAS / SCADA interfaces
  • Process and specialty gas systems
  • UPW and industrial water systems
  • Wastewater and chemical systems
  • Equipment and facility integration.

Ensureproper interface coordination between disciplines and identify clashes, designgaps and scope boundaries before construction.

C. TechnicalReview & Governance
  • Conduct design reviews at appropriate project stages.
  • Review P&IDs, equipment layouts, GA drawings, schematics, single-line diagrams and engineering calculations.
  • Review equipment selections and vendor technical proposals.
  • Verify that proposed equipment meets required capacity, performance and project specifications.
  • Establish engineering checking and approval processes.
  • Ensure proper document control, revision management and engineering traceability.
  • Manage technical deviations, concessions and design changes.
  • Ensure engineering decisions are properly documented.
D. Tender& Business Development Support
  • Support Business Development and Tender teams during project bidding.
  • Review tender specifications and identify technical requirements, exclusions, assumptions and risks.
  • Develop engineering concepts and preliminary system designs for tender submissions.
  • Prepare or review technical proposals, scope descriptions and technical clarifications.
  • Raise RFIs where specifications or scope requirements are unclear.
  • Assist in technical evaluation of subcontractor and vendor quotations.
  • Support preparation of cost-effective engineering solutions without compromising technical requirements.
  • Participate in tender clarification meetings and technical presentations to clients.
E. ProjectEngineering Support
  • Work closely with Project Managers throughout project execution.
  • Develop and monitor engineering deliverable schedules.
  • Ensure engineering information is released in accordance with procurement and construction requirements.
  • Provide technical support to site teams during installation and construction.
  • Review site conditions and resolve engineering issues arising during construction.
  • Evaluate technical impact of site changes and variation requirements.
  • Attend design coordination, progress and technical meetings with clients, consultants and subcontractors.
  • Support testing, commissioning, troubleshooting and project handover activities where required.
F. Vendor& Subcontractor Management
  • Prepare technical specifications and requirements for equipment and subcontract packages.
  • Review vendor/subcontractor technical submissions.
  • Conduct technical bid evaluations and provide recommendations.
  • Coordinate vendor drawings and information with the overall project design.
  • Ensure vendor equipment and systems comply with project specifications.
  • Resolve technical issues with suppliers and subcontractors during procurement, fabrication and installation.
G. TeamLeadership & Development
  • Lead, coach and mentor Design Engineers, Project Engineers, CAD Designers and other technical personnel.
  • Establish clear roles, responsibilities and performance expectations within the engineering team.
  • Review engineering workload and manpower requirements.
  • Develop engineers' technical competency and project execution capabilities.
  • Conduct technical sharing and lessons-learned sessions.
  • Identify training requirements and support employee development.
  • Build a culture of engineering ownership, accountability and continuous improvement.
H. EngineeringStandards & Process Improvement
  • Develop and maintain engineering procedures, design standards, templates, calculation methods and checklists.
  • Standardise commonly used designs and engineering solutions.
  • Improve engineering workflow and design approval processes.
  • Implement lessons learned from completed projects.
  • Support development and implementation of digital engineering and design tools.
  • Promote value engineering and cost optimisation.
3. Qualifications

The successful candidate shouldpossess:

  • Degree in Mechanical Engineering, Chemical Engineering, Electrical Engineering, Building Services Engineering or related engineering discipline.
  • Professional engineering certification or relevant professional membership will be an advantage.
  • Typically 8–12 years of relevant engineering experience, with at least 3–5 years in an engineering leadership or design management position.
  • Experience in semiconductor, advanced manufacturing, cleanroom, pharmaceutical, data centre or high-technology facility projects will be advantageous.
  • Ability to work independently while coordinating effectively with internal project and engineering teams.
  • Proficiency in Microsoft Office, particularly PowerPoint, Excel and Word.
4. Technical Competencies

Thecandidate should possess strong knowledge in several of the following areas:

  • HVAC and cleanroom environmental control
  • Exhaust and ventilation systems
  • Chilled water and cooling systems
  • Process utility systems
  • Specialty gas and chemical systems
  • Process piping
  • UPW and wastewater systems
  • Equipment sizing and selection
  • P&ID development and review
  • Engineering calculations
  • Control philosophy and system integration
  • BMS / BAS / SCADA systems
  • Testing and commissioning requirements.

Familiaritywith relevant local and international codes, standards and authorityrequirements is expected.

5. Software Knowledge

Knowledgeor experience with the following would be advantageous:

Engineering calculation andequipment selection software
