Job summary

ADVANCED SUBSTRATE TECHNOLOGIES PTE. LTD. is seeking a Senior HVAC and Mechanical Systems Lead to act as the technical authority for the Owner across design, construction, commissioning and handover of high-tech facilities in Singapore.

You will define OPR, Basis of Design, review design deliverables and RFIs, lead risk and safety reviews, and collaborate with EPCs, production, facilities and EHS to ensure compliant, safe, and efficient operations.

Qualifications

• Degree in Mechanical Engineering or related discipline.
• Experience in semiconductor/pharma/high-tech facilities preferred.
• Registration as a Professional Engineer is an advantage.

Responsibilities

• Act as the technical authority for HVAC and mechanical systems.
• Define and maintain Owner's Project Requirements (OPR) and Basis of Design.
• Review design deliverables, RFIs, and design change proposals.
• Provide technical expertise during construction, commissioning, and handover.
• Assess impacts of proposed solutions on cost, schedule and maintainability.
• Collaborate with EPCs, vendors, and cross-functional teams.
• Ensure compliance with regulations and authority requirements.

Job description

Act as the technical authority for Heating, Ventilation and Air Conditioning (HVAC) and Mechanical systems, representing the Owner's interests throughout design, construction, commissioning, and handover. Ensure facilities are delivered safely, efficiently, and in compliance with business, operational, and regulatory requirements.

Key Responsibilities

Technical Leadership

• Define and maintain Owner's Project Requirements (OPR), Basis of Design, and discipline standards.
• Review and approve design deliverables, Requests for Information (RFIs), and design change proposals.
• Provide technical expertise on cleanroom, HVAC, utility, and mechanical systems.
• Assess technical, cost, schedule, operational, and maintainability impacts of proposed solutions.
• Participate in Design for Safety (DfS), risk, and value engineering reviews.

Stakeholder & Project Management

• Serve as the primary technical interface with Engineering, Procurement and Construction (EPC) contractors, consultants, and vendors.
• Collaborate with Production, Process Engineering, Facilities, and Environment, Health and Safety (EHS) teams.
• Resolve technical issues and support timely project decisions.

Compliance & Project Execution

• Ensure compliance with applicable regulations, standards, and authority requirements.
• Support technical evaluations and procurement of major mechanical equipment and utility systems.
• Provide technical support during construction, commissioning, qualification, and handover activities.

Requirements

Education & Experience

• Degree in Mechanical Engineering or a related discipline.
• Minimum 10 years of experience in semiconductor, pharmaceutical, biomedical, industrial, data centre, or other high-tech facility projects.
• Experience across design, construction, commissioning, and operational handover phases.
• Registration as a Professional Engineer is an advantage.

Technical Competencies

• Strong knowledge of HVAC, cleanroom, and mechanical utility systems.
• Experience with chilled water, cooling water, clean dry air, process exhaust, and utility infrastructure.
• Familiarity with EPC project delivery, design management, and change management processes.
• Experience with Building Information Modelling (BIM) tools such as Revit and Navisworks is advantageous.
