Job summary

SPTEL PTE. LTD. seeks a skilled telecom operations professional to manage fibre deployment from MDF to client sites and lead end-to-end patching, SFP installation, and system verification.

You will conduct regular site inspections, coordinate with contractors, and ensure conformance to SOPs while maintaining project schedules and budgets. Strong GIS and OTDR skills are valued.

Qualifications

• Degree or Diploma in Telecommunications, Computer Engineering, Civil Engineering, or IT-related field.
• At least 3 years of hands-on experience in passive infrastructure operations (ISP/OSP).
• Strong knowledge of outside plant infrastructure (telecom ducts, manholes, fiber splicing) and fibre topology.
• Familiar with site acquisition and deployment of in-building telco facilities and assets.
• Able to negotiate and work with clients and manage projects effectively.
• Ability to analyze fibre test reports including OTDR and power meters.
• Experience with GIS environment and plant map understanding is advantageous.
• Strong analytical and problem-solving skills; able to work independently or with teams.
• Driving license class 3 is advantageous.

Responsibilities

• Project manage and lead a program for efficient site survey and deployment of SPTel's dark fibre from MDF to non-residential premises.
• Lead patching and SFP installation end-to-end; verify patching and SFP works and update SLD to Planner.
• Conduct daily roll call and weekly contractor meetings.
• Site inspections and infrastructure spot checks; review SOP and drive operations improvement.
• Track compliance to claim approving processes and WO/PO closure on time.
• Manage conflict resolution regarding payments, access, and installation.
• Report all operation activities using MS Planner (provisioning, patching, diversion, trouble tickets).
• Oversee island-wide diversion/new projects scheduling by in-house contractors; prioritize agency applications.
• Review, verify, and approve contractor claims per requirements and contracts.
• Support service restoration during incidents and outages; arrange standby and after-hours support.
• Carry out other duties assigned by management.

Job description

Responsibilities

• Project manage and lead a program for efficient site survey and deployment of SPTel's dark fibre from MDF to the non-residential premises.
• Lead the patching and SFP installation activities end to end. Perform pre- and post-installation verification of patching and SFP works to ensure accurate system updates. And update any changes of the Single Line Diagram (SLD) to Planner.
• To conduct daily roll call meeting and weekly contractor meeting.
• Conduct monthly site inspections and infrastructure spot checks to ensure compliance with operational, safety, and quality standards. Review the SOP to drive towards operation improvement. Example: commercial building and substations with SPTEL's infrastructure.
• Track and ensure 100% compliance to claim approving processes and WO/PO closure on time.
• Manage conflict resolution with regards to payment, access and installation.
• To track and report all operation activities (provisioning, patching, diversion, trouble ticket etc) using MS planner tool.
• Oversee the island wide diversion/new projects and schedule by in house contractors. Ensure agency's application is prioritized with no delay.
• Review, verify, and approve contractor's claim submission in accordance with project requirements and contractual obligations.
• Support service restoration and recovery efforts during major incidents, service disruptions, and network outages.
• Schedule standby and after-office-hours support, including handling trouble tickets and supporting pre- and post-diversion activities.
• Carry out any other ad hoc duties and responsibilities assigned by management from time to time.

Requirements

• Degree or Diploma in Telecommunications, Computer Engineering, Civil Engineering, or IT-related technical field.
• At least 3 years of hands-on experience in passive infrastructure operations, inside plant (ISP), or outside plant (OSP) environments.
• Strong working knowledge of outside plant infrastructure (telecom ducts, manholes, fiber splicing, and optical distribution setups) and fibre infrastructure such underground cable, in-building cable and various fibre topology.
• Familiar with site acquisition and deployment of in-building telco's facilities and assets.
• Able to negotiate and work with clients and strong project management skills.
• Ability to handle project cost tracking, negotiate contractor claims, and manage conflict resolution smoothly.
• Strong in analysis of fibre test report include operating OTDR and power meter.
• Experience working in a Geographic Information System (GIS) environment will be advantageous. Ability to understand plant map.
• Strong analytical and problem-solving skills with the ability to assess operational issues and recommend effective solutions.
• Able to work independently as well as collaboratively with contractors, building management teams, and developers.
• Self-motivated, customer-focused, and capable of performing effectively in a fast-paced, high-pressure environment, particularly during emergency restoration of telecommunications services.
