Job summary

Singtel is seeking a seasoned professional to lead Outside Plant operations, maintenance and project delivery for telecommunications infrastructure in Singapore. You will manage incident response, restoration activities, and contractor performance across multiple sites.

The role requires a Bachelor degree in an engineering discipline and at least 3 years in telco or underground utility projects, with strong stakeholder and negotiation skills. Singapore-based, on-site work with global impact.

Qualifications

• Minimum 3 years in telco/underground utility or infrastructure projects.
• Experience in Outside Plant operations, incident/restoration management.
• Strong stakeholder, negotiation and project management skills.

Responsibilities

• Lead day-to-day Outside Plant implementation, maintenance and operations with staff and contractors.
• Act as Incident Manager for cable-damage incidents, overseeing onsite restoration and coordination with staff, contractors, damage parties, authorities and Singtel Command Center.
• Conduct root-cause investigations and pursue compensation recovery with appointed loss adjusters; resolve rerouting, diversion, protection and restoration issues.
• Manage and audit contractor claims, service delivery, workmanship, safety and operational compliance; conduct inspections, risk assessments and preventive actions.
• Oversee public complaints, site issues and rectification works, and lead emergency response and corrective improvements.
• Lead feasibility assessments, trench alignment planning, detailed design, underground-space optimisation and cost estimation.
• Represent Singtel in technical discussions and negotiations with agencies and utilities.
• Exercise engineering judgement to resolve infrastructure conflicts and site constraints beyond standard design parameters.
• Lead engagement with Engineering, Procurement, Legal, Regulatory and Workplace Safety stakeholders for each CSD/USD project.
• Assess technical, operational, commercial and stakeholder requirements and recommend optimal solutions.

How You will Make An Impact:

Outside Plant Operations

End-to-End Construction & Project Management

• Develop tender requirements and participate in evaluation and award processes.
• Lead contractors through construction and ensure engineering, safety and quality compliance.
• Manage project scope, schedule, cost, quality, risks and contractor performance; make timely onsite decisions when field conditions differ from approved plans.
• Review claims, variations, invoices and acceptance of completed works; ensure close-out, handover and as-built documentation.

Underground Infrastructure Operations, Access & Asset Stewardship

• Assume responsibility for operation, maintenance, access governance and infrastructure integrity.
• Assess and coordinate third-party access applications, operational risks, site constraints and applicable charges.
• Coordinate onsite access where works may affect telecommunications infrastructure; maintain access records and GIS/as-built information.
• Safeguard infrastructure integrity and resolve operational disputes.

Commercial, Contractual & Stakeholder Negotiation

• Lead technical, commercial and contractual negotiations with stakeholders.
• Review ownership interfaces, cost-sharing arrangements, charges and commercial obligations.
• Apply operational knowledge so contractual terms are practical and enforceable; work with Legal, Risk and Procurement on agreements and risk exposure.
• Manage commercial commitments, billing and payment obligations; resolve disputes and recommend escalation where exposure is significant.

Skills for Success:

• Bachelor Degree in Civil, Electrical, Mechanical or related Engineering discipline
• At least 3 years of relevant telecommunications, underground utility or infrastructure project experience
• Outside Plant operations, maintenance and incident / restoration management.
• Common / Utilities Service Duct feasibility, alignment planning, detailed design, underground-space optimisation and cost estimation.
• Construction and project management covering scope, schedule, cost, quality, risk, contractor performance and close-out.
• Underground infrastructure access governance, asset integrity, GIS / as-built information and third-party works coordination.
• Technical, commercial and contractual negotiation, including claims, cost sharing, charges and commercial obligations.
• Stakeholder coordination and negotiation; incident leadership; engineering judgement; dispute resolution.
• Safety and operational compliance; contractor performance auditing; field inspection and risk assessment.
