Job summary

GovTech Singapore is seeking a Director, Product Strategy to lead the Product Strategy Office within the Engineering Programme Office. You will shape the product vision, portfolio strategy, governance, and excellence across multiple Government Digital Products.

You will work with Product Managers, Engineering, Design, Delivery and business stakeholders to ensure citizen and business needs are met and measurable public value is delivered.

Qualifications

• Degree or above in IT or related fields.
• 10–15 years in product management or equivalent leading large-scale tech programmes.
• Experience delivering multi-stakeholder programmes with cross-functional teams.
• Experience managing programme budgets, planning, resource allocation and governance.
• Proven experience leading multidisciplinary, high-performing teams.
• Experience driving organisational change and transformation initiatives.
• Experience managing vendor performance and contracts.
• Experience in the Singapore Public Service or similar regulated environments is an advantage.

Responsibilities

• Define and drive the long-term product strategy for Government Digital Products, aligned with priorities and national digital outcomes.
• Develop portfolio strategies that maximise citizen value, business impact and strategic outcomes.
• Translate priorities into clear product roadmaps and investment priorities.
• Oversee health, performance and strategic alignment of the GDP portfolio.
• Establish portfolio governance and lifecycle governance frameworks.
• Balance investments across new products, enhancements and modernization.
• Guide strategic decisions using customer insights, analytics and outcomes.
• Partner with Engineering, Design, Programme Management, Architecture and business leaders to align strategy with delivery.
• Drive product operating principles and communities of practice across product teams.
• Champion user-centred design and evidence-based product management.
