Job summary

HCL Technologies in Singapore seeks a Technical Delivery Manager to drive digital banking and technology transformation, leading cross-functional teams to deliver scalable, secure platforms aligned with business goals.

You will oversee end-to-end delivery, promote Agile/Scrum, guide Java/Spring Boot/Microservices architectures, manage senior stakeholders and vendors, and ensure MAS compliance; English and Mandarin fluency a must.

Qualifications

• 8-12 years in IT with at least 5 years in Technology Delivery Management or Release Train Engineer roles
• Banking or Financial Services domains experience, preferably Retail, Corporate, or Digital Banking
• Deep architectural understanding or hands-on experience with Enterprise Java (Java 11+, Spring Boot), Event-Driven Architecture (Kafka), API Gateways, and Microservices
• Professional fluency in English and Mandarin to review technical documentation and lead regional steering committees

Responsibilities

• Lead end-to-end technology delivery lifecycle, ensuring projects meet timelines, scope, and architecture standards
• Foster Agile/Scrum practices by managing sprint velocities and removing blockers to optimize engineering team performance
• Provide technical oversight for solutions using Java, Spring Boot, Microservices, Kafka, and REST APIs to ensure high performance and code quality
• Manage relationships with senior business leaders, regional product owners, and external vendors to align delivery with business objectives
• Collaborate with regional stakeholders using bilingual proficiency in English and Mandarin to facilitate seamless communication and coordination
• Navigate Singapore banking regulations (MAS guidelines) to proactively manage delivery risks, compliance, and security audits
