Job summary

HCL SINGAPORE PTE. LTD. seeks an experienced Delivery Manager to lead end-to-end technology delivery engagements in the banking domain.

You will plan, execute, govern, and manage risks, while coordinating with business and technical teams in English and Mandarin. You will oversee modern architectures (microservices, RESTful APIs, event-driven systems), drive Agile/Scrum practices, and provide technical oversight of Java (8–21), Spring, Kafka/RabbitMQ, and Oracle/MySQL.

Qualifications

8–12 years IT experience with at least 5 years in delivery management.
Experience delivering large-scale programs in banking/financial services/digital banking.
Hands-on Java 8–21, Spring, microservices, REST APIs, and event-driven architectures.
Experience with Oracle/MySQL, Kafka, RabbitMQ.
Strong knowledge of banking regulations, security, audit controls.
Proficient in Agile/Scrum, leadership, release governance.
Excellent communication and stakeholder management.

Responsibilities

Lead end-to-end technology delivery engagements from planning to governance.
Track dependencies, mitigate risks, ensure regulatory and security compliance.
Facilitate communication between business and tech teams in English and Mandarin.
Oversee modern architectures: microservices, RESTful APIs, and event-driven systems.
Guide teams on Agile/Scrum, code reviews, and release governance.
Collaborate with cross-functional teams for timely, high-quality delivery.
Provide technical oversight on Java, Spring, Kafka/RabbitMQ, and databases.
Support monitoring/observability using Splunk, Grafana, Geneos.
Maintain governance and documentation using Jira, Confluence, Bitbucket.
