Job summary

Ministry of Defence of Singapore is seeking a senior project leader to oversee the continued development of Changi Naval Base (CNB) and to lead expansion efforts. You will coordinate interfaces between existing and new CNB spaces, and monitor the Changi Bay reclamation to ensure timely delivery, infrastructure, and connectivity for RSN operations.

This role requires extensive experience in large-scale marine and civil engineering projects, strong communication skills, and the ability to navigate

Qualifications

• Education in Operational Planning or Project Management or Marine/Civil Engineering is preferred.
• Experience in large-scale marine and civil engineering projects is desirable.

Responsibilities

• Identify and consolidate requirements of RSN units, flotillas and formations, as well as SAF entities
• Establish requirements and obtain approval for feasibility studies and construction
• Raise proposed plans for the expanded CNB for endorsement, approval and implementation
• Provide inputs to WoG agencies on reclamation timelines for CNB
• Oversee and manage the CNB development, including costs, schedules and delivery timelines
• Support tasks across other sites within the unit's remit when needed

What You Will Be Working On

• Identify and consolidate requirements of RSN units, flotillas and formations, as well as Singapore Armed Forces (SAF) entities
• Establish requirements and obtain approval for feasibility studies and construction
• Raise proposed plans for the expanded CNB at appropriate forums for endorsement, approval and implementation
• Provide inputs to Whole-of-Government (WoG) agencies on reclamation timelines for the expanded CNB
• Oversee and manage the overall development of CNB, including active monitoring of project costs, schedules and delivery timelines
• Support tasks across other sites within the unit's remit when circumstances demand

Challenge(s)

• Navigating large-scale project management within the existing policy frameworks, infrastructure guidelines, safety and security requirements
• Understanding Naval and SAF operations sufficiently to ensure design and technical specifications meet the operational requirements of base users
• Overseeing key functional and policy processes across both clusters, incorporating cross-functional requirements for CNB and addressing issues unique to its geographical location and proximity to other land-use occupants in the vicinity

What We Are Looking For

• Education in Operational Planning, Doctrine Development, Project Management, Marine and Civil Engineering, or a related field is preferred
• At least 15 years of experience, with at least 5 years of relevant experience as a senior role in a large-scale project management is preferred
• Relevant experience in large-scale marine and civil engineering projects in suitably senior positions will be considered
• Strong communication and critical thinking skills to shape and influence policies and plans
• Ability to work effectively with people of different backgrounds, levels and interests, with sensitivity and discernment especially in cross-service matters
• Principled, forward-looking and respected leader who can guide the team in their respective work areas, including providing guidance to fellow deputy directors on cross-site requirements when needed
