  • The ability to appreciate and synthesise diverse perspectives, balance competing priorities, and build consensus across stakeholders.

Responsibilities

What The Role Is

Position Overview

The Land Policy team drives planning and policy development on industrial land and space to support Singapore’s manufacturing sector and long-term economic growth. The team also oversees policy and corporate matters relating to JTC Corporation as a 5th Schedule Statutory Board.

As Deputy Director (Land), you will lead a team to formulate and implement industrial land policies that ensure Singapore has the land and infrastructure needed to support economic transformation, attract investments, and anchor high-value manufacturing activities. Working closely with economic agencies, planning agencies, and industry stakeholders, you will shape policies that keep Singapore’s industrial landscape competitive, sustainable and responsive to emerging opportunities.

Drawing on rigorous data analysis and extensive stakeholder engagement, you will oversee efforts to understand economic and industrial land market trends, sharpen policy levers, and ensure that industrial land resources are deployed effectively to support Singapore’s economic priorities.

What You Will Be Working On

What you will be working on

You will lead a team that works with multiple stakeholders across Government to formulate and implement Singapore’s industrial land and space policies. This includes:

  • Leading a fundamental review of Singapore's industrial land pricing framework in close collaboration with the Ministry of Finance and sector agencies, ensuring our pricing approach remains competitive, sustainable and aligned with broader economic objectives.
  • Ensuring that there is sufficient industrial land and space to support Singapore’s medium- and long-term economic needs, including through the creation and safeguarding of industrial land, reviewing land recycling and intensification strategies, and identifying opportunities to optimise land use.
  • Working with MTI’s economic agencies and industry partners to ensure that industrial land policies continue to support emerging growth sectors, facilitate business transformation, and anchor investments that create good jobs for Singaporeans.
  • Partnering JTC Corporation on the development of innovative industrial facilities and next-generation industrial districts to support evolving manufacturing trends, enhance enterprise competitiveness, and improve productivity.
  • Monitoring developments in the industrial property market and working with JTC to ensure that land supply, pricing and rental policies remain stable, sustainable and competitive.
  • Overseeing policy, governance and corporate matters relating to JTC Corporation and its subsidiaries, including organisational development, fiscal sustainability, strategic planning and Board-related matters.
  • Representing MTI on inter-agency platforms and engaging industry stakeholders to build consensus, address emerging issues and advance policy objectives.
  • Leading and developing a team of officers, fostering a high-performing and collaborative team culture, while ensuring officers are given opportunities for growth and development.
