Job summary

Cognizant Technology Solutions Asia Pacific Pte. Ltd. is seeking a Project Manager to lead end-to-end delivery of enterprise and citizen-facing digital systems in Singapore.

You will coordinate business, product, design, engineering, operations, cybersecurity and vendor teams to deliver projects on time, within budget and to quality standards. You will also support production operations, handover and job-shadowing to preserve knowledge across systems and vendors.

Qualifications

• Bachelor’s degree in IT, CS, Engineering or related field.
• Experience in IT project management for enterprise or citizen-facing digital systems.
• Experience in agile delivery with backlog, sprint, requirements, testing, release and defect management tools (e.g. Jira, Confluence).
• Familiarity with enterprise web and digital platforms, including cloud-hosted apps/services.
• Understanding of APIs, system integrations and data exchanges across internal, vendor and government systems.
• Working knowledge of SQL and data models, with data analysis, reporting and dashboards.
• Exposure to business process automation, workflow and low-code / RPA tools.
• Familiarity with the government technology environment and Singapore Gov Tech Stack.
• Strong planning, risk management, vendor and budget management skills.
• Excellent communication, negotiation and stakeholder management skills.
• Willingness to work after-hours for planned deployments and Severity incidents.
• Preferred: PMP, PRINCE2, PMI-ACP, CSM or equivalent certification; public sector experience is an advantage.

Responsibilities

• Manage end-to-end delivery of the assigned portfolio, including planning, milestones, dependencies, risks, issues, budgets and release coordination.
• Coordinate agile delivery across business, product, design, engineering, operations, cybersecurity and vendor teams to ensure alignment and timely delivery.
• Manage project governance, vendor performance, stakeholder communications and decision-making, and report to management and governance forums.
• Coordinate requirements, solutioning, testing, cybersecurity compliance, deployment, operational readiness and transition to BAU support.
• Support production operations, planned after-hours deployments and Severity incident coordination, including follow-up on defects and corrective actions.
• Undertake structured handover and job-shadowing with incumbent officers to preserve system, vendor and business-domain knowledge.
