Job summary

ASTEK, based in Singapore, seeks a Program Manager to lead IT and engineering programmes with a strong cybersecurity focus. The role involves coordinating with government agencies, managing vendors, and driving programme reporting and stakeholder communications.

You will oversee end-to-end programme operations, develop dashboards for management updates, and pursue process improvements, including AI-assisted development approaches. Singapore-based role with exposure to global programmes.

Qualifications

• Bachelor's degree with minimum 5 years of experience managing IT or technology programmes/projects.
• Experience managing a bug bounty, vulnerability disclosure, or related cybersecurity programme.
• Coordinate with government agencies on programme participation and scoping timelines, including following up to ensure required data and documentation are submitted on time.
• Support procurement and tender exercises, including drafting requirement specifications and evaluating vendor proposals.
• Prepare programme reporting, dashboards, and management updates for management and stakeholders.
• Drive stakeholder communications and programme outreach such as Agencies' briefings to raise awareness and grow agency participation rates.
• Strong project management skills to plan, execute, and monitor programme operations.
• Experience managing vendors or contracts, including tracking deliverables and service levels.
• Demonstrated ability to propose and implement process improvements, including using AI-assisted development (vibe coding).
• Good to have: Project Management Professional (PMP), Certified IT Project Manager (CITPM), or equivalent certification

Responsibilities

• Support procurement, tender processes, and vendor evaluations.
• Prepare regular programme dashboards and management updates.
• Lead stakeholder communications and outreach to raise participation rates.
• Monitor programme operations and ensure on-time delivery.
• Oversee vendors and contracts, tracking deliverables and SLAs.
• Identify and implement process improvements, including AI-assisted development improvements.
• Support certification pursuits (PMP/CITPM) if applicable.
