Job summary

ATLAZ PTE. LTD. in Singapore is seeking an experienced Contracts Manager to oversee contractual, commercial and cost-management matters across multiple building projects.

You will review main contracts and subcontracts, manage budgets, claims, variations, EOTs and final accounts, and lead the Quantity Surveying and contracts team while ensuring compliance with PSSCOC, SIA and the Security of Payment Act.

Qualifications

• Degree in Quantity Surveying or related field.
• 8+ years of contracts/commercial management in Singapore's construction industry.
• Experience with main contractor building projects and relevant acts (SOPA, SIA, SPOA).

Responsibilities

• Manage all pre-contract and post-contract commercial activities.
• Review and administer main contracts, subcontracts and supplier agreements.
• Oversee project budgets, cost forecasts, cash flow and commercial reporting.
• Manage progress claims, variations, EOT, loss and expense claims and final accounts.
• Identify contractual and commercial risks and recommend actions.
• Lead subcontractor procurement, tender evaluation and contract negotiations.
• Provide contractual and commercial advice to Project Managers and site teams.
• Handle payment disputes and Security of Payment Act matters.
• Lead and guide the Quantity Surveying and contracts team.
• Ensure proper contract documentation, correspondence and project records.

Our client is an established BCA-registered General Builder undertaking building, HDB upgrading and A&A projects. They are seeking an experienced Contracts Manager to oversee contractual, commercial and cost-management matters across multiple projects.

Key Responsibilities

• Manage all pre-contract and post-contract commercial activities.
• Review and administer main contracts, subcontracts and supplier agreements.
• Oversee project budgets, cost forecasts, cash flow and commercial reporting.
• Manage progress claims, variations, EOT, loss and expense claims and final accounts.
• Identify contractual and commercial risks and recommend appropriate actions.
• Lead subcontractor procurement, tender evaluation and contract negotiations.
• Provide contractual and commercial advice to Project Managers and site teams.
• Handle payment disputes, claims negotiations and Security of Payment Act matters.
• Lead and guide the Quantity Surveying and contracts team.

Requirements

• Degree in Quantity Surveying, Construction Economics, Building or a related discipline.
• Minimum 8 years of relevant contracts or commercial-management experience in Singapore's construction industry.
• Strong experience working with a main contractor on building projects.
• Good knowledge of PSSCOC, SIA Conditions of Contract and the Security of Payment Act.
• Proven experience in cost control, procurement, variations, EOT claims, payment claims and final accounts.
• Strong commercial judgement, negotiation and contractual-writing skills.
• Able to manage multiple projects and lead a team independently.
• Experience in HDB upgrading, lift upgrading, MSCP, A&A or public-sector projects will be advantageous.

• MSISV / FSISV under the Quantity Surveying Division
• MRICS / FRICS with the Royal Institution of Chartered Surveyors
