Job summary

People’s Association (PA) is seeking a Deputy Director (Contract Management – Development) to lead the end-to-end management of development project contracts, guiding governance and ensuring timely delivery of community infrastructure.

You will advise senior management, oversee contract administration, and build a high-performing team with strong governance frameworks across PA’s development portfolio.

Qualifications

• Relevant professional qualification in building, construction management, quantity surveying, or related field.
• Minimum 15 years of experience in infrastructure/building with leadership responsibility.
• Experience in procurement and/or contracts management in a statutory board or government context; familiar with BCA frameworks (PQM, QFM), GeBIZ, and Government Instruction Manual.
• Experience managing development projects across full lifecycle with minimum project cost of S$30 million.
• Knowledge of dispute resolution mechanisms (e.g., adjudication/mediation) and collaborative contracting is an added advantage.

Responsibilities

• Oversee CC development contracts across full lifecycle per PA policies and authorities’ requirements.
• Develop and maintain contract administration, including variation orders and final accounts, audit-ready records.
• Advise senior management on complex contract matters, including disputes and claims.
• Monitor milestones, financial commitments, and contractor performance across portfolio.
• Build and maintain relationships with project divisions, consultants, and contracting parties; document positions.
• Lead development of construction cost database and analytics for benchmarking and decision-making.
• Align project cost planning and submissions with Corporate Finance requirements.
• Identify opportunities to streamline contract workflows and enhance governance and digital tools.
• Develop team capabilities and manage budget and resources.
