Job summary

YTL Construction (S) Pte Ltd in Singapore is seeking an experienced Contract Officer with at least 5 years of relevant experience, preferably with proven exposure to LTA projects and tender preparation.

You will support the full cycle of tender and contract administration, including preparation and review of tender documents, variations, claims and payments, subcontract administration and contract compliance, coordinating with project teams, consultants, and clients to ensure timely submissions

Qualifications

• Degree or diploma in Quantity Surveying, Construction Management, Civil Engineering or Contract Management.
• Minimum 5 years of relevant experience in construction contract administration, with LTA projects in Singapore preferred.
• Proven experience in LTA tender preparation and submission.

Job description

We are seeking an experienced Contract Officer with a minimum of 5 years of relevant experience, preferably with proven experience in LTA projects and tender preparation in Singapore

The successful candidate will be responsible for supporting the full cycle of tender and contract administration, including preparation and review of tender documents, contractual correspondence, variations, claims and payments, subcontract administration, and contract compliance.

Key Responsibilities:

• Assist in the preparation and submission of LTA tenders and major infrastructure project tenders
• Review tender documents, drawings, specifications, conditions of contract and scope of works
• Assist in preparing tender documentation, schedules, submissions and contractual information
• Review and identify contractual requirements, obligations, risks and potential commercial issues
• Assist in preparing tender clarifications and responses to queries from clients and consultants
• Coordinate with project teams, consultants, subcontractors and suppliers to obtain information required for tender submissions
• Assist in reviewing subcontractor and supplier quotations and commercial proposals
• Support the preparation of tender comparisons and recommendations
• Maintain proper records of tender documents, correspondence and submissions
• Assist in tender interviews, presentations and clarification meetings
• Administer construction contracts in accordance with contract conditions and project requirements
• Prepare and manage contractual correspondence, notices and submissions
• Monitor contractual obligations, deadlines and key deliverables
• Assist in the preparation, evaluation and management of Variation Orders/Variation Claims
• Review contract documents and identify potential contractual risks and exposures
• Liaise with LTA, consultants, Professional Engineers, subcontractors and internal project teams on contractual matters.
• Ensure all contractual documentation is properly maintained and readily available for audit and reference

Requirements:

• Degree/ Diploma in Quantity Surveying, Construction Management, Civil Engineering, Contract Management or a related discipline.
• Minimum 5 years of relevant experience in construction contract administration and working on LTA projects in Singapore is highly preferred.
• Proven experience in LTA tender preparation and submission.
• Experience in contract administration for major infrastructure, MRT, rail, roads, stations, depots or other civil engineering projects.
• Strong knowledge of construction contracts, tender procedures, claims and variation management.
• Possessor be eligible for BCA Registerable Professional (RP) status.
• Possess CCPP / SDCP / ACCP or relevant construction productivity qualifications.
• Good understanding of Singapore construction industry practices and relevant LTA/BCA requirements.
• Strong analytical, negotiation and communication skills.
• Good attention to detail and ability to manage multiple contractual matters simultaneously.
• Proficient in Microsoft Office, particularly Excel and Word.
