YTL CONSTRUCTION (S) PTE. LTD. is seeking an experienced Civil Engineer with at least 5 years of relevant construction experience, including LTA projects and tender preparation/submissions.

The role involves tender and project execution activities, technical submissions, methodologies, and coordination with consultants and subcontractors. The candidate will assist in planning, resource management, and adhering to LTA requirements, with emphasis on safety, quality, and environment.

Qualifications

• Degree in Civil Engineering or equivalent recognised qualification by BCA.
• Min.5 years of civil engineering experience, including LTA projects in Singapore.
• Experience in tender preparation and submission for LTA projects preferred.
• Experience with major infrastructure, MRT, rail, roads, or depots.
• Singapore construction practices and LTA/BCA requirements knowledge.

Responsibilities

• Assist in preparation and submission of LTA tenders and other project tenders.
• Review tender documents, drawings, specs, scope of works and contract requirements.
• Prepare technical proposals, construction methodologies and work programmes for tender submissions.
• Plan, coordinate and supervise civil and infrastructure construction works.
• Coordinate with consultants, subcontractors and suppliers for tender information and quotes.
• Attend site, technical coordination and progress meetings.
• Monitor progress, workmanship and quality during construction.

Job Summary

We are seeking an experienced Civil Engineer with a minimum of 5 years of relevant construction experience including experience in LTA projects and tender preparation/submissions.

The successful candidate will be involved in both tender and project execution activities, including preparation of technical submissions, construction methodologies, programme planning, productivity proposals and coordination with consultants, subcontractors and relevant stakeholders.

Key Responsibilities:

• Assist in the preparation and submission of LTA tenders and other project tenders
• Review tender documents, drawings, specifications, scope of works and contract requirements
• Prepare technical proposals, construction methodologies and work programmes for tender submissions
• Assist in developing construction sequences, resource planning and manpower requirements
• Prepare tender-related technical documentation, schedules and submissions
• Coordinate with consultants, subcontractors and suppliers to obtain technical information and quotation for tender purposes
• Assist in reviewing quantities, construction methods and project requirements for tender pricing
• Identify potential construction risks, constraints and technical issues during the tender stage.
• Propose tender stage suitable construction methods and productivity improvement measures
• Assist in preparing tender clarifications and responses to queries from the client/consultants
• Participate in tender interview, presentation and technical clarification meetings where required
• Plan, coordinate and supervise civil and infrastructure construction works
• Coordinate with LTA, consultants, Professional Engineers, subcontractors and other project stakeholders
• Ensure construction works comply with approved drawings, specifications, LTA requirements and relevant statutory requirements
• Monitor construction progress, workmanship and quality
• Prepare and review method statements, technical submissions, inspection and test plans and other project documentation
• Attend site, technical coordination and progress meetings
• Assist in resolving technical and site coordination issues
• Monitor manpower, materials and equipment to improve construction productivity
• Ensure works are completed according to the approved construction programme
• Maintain proper records of site activities, inspection and progress
• Ensure compliance with safety, quality and environmental requirements

Requirements:

• Degree in Civil Engineering or equivalent recognised qualification by BCA
• Min.5 years of experience in civil engineering and relevant experience working on LTA projects in Singapore
• Proven experience in LTA tender preparation and submission will be highly preferred
• Experience in major infrastructure, MRT, rail, roads, viaducts, stations, depots, or other civil engineering projects
• Preferably BCA Registerable Professional (RP)
• Possess CCPP/SDCP/ACCP or equivalent construction productivity qualification will be an advantage.
• Good knowledge of Singapore construction practices and LTA/BCA requirements
• Proficient in MS Office, AutoCAD or other project planning software will be an advantage
