Job summary

DECS is seeking an experienced Lead Resident Engineer to oversee construction and commissioning activities for large water treatment plant projects in Singapore. You will coordinate teams, monitor quality assurance and safety, and ensure contract compliance on-site.

The ideal candidate holds an Engineering degree and has 15+ years in construction, including 10+ years managing large water/wastewater contracts of similar scale.

Responsibilities

• Oversee construction and commissioning activities for water treatment plant projects on site.
• Process contractor claims including variations and extensions of time to maintain contract adherence.
• Coordinate between Design Team and Contractors to align scheduling, cost control, documentation, and QA implementation.
• Review and update contractor schedules to monitor progress and cost across contracts.
• Manage quality assurance and safety protocols on site to uphold regulatory and contract standards.
• Supervise the Consultant’s site supervision team to ensure effective project oversight.

Job Summary

Support the Lead Resident Engineer by overseeing construction and commissioning activities, coordinating teams, managing quality assurance and safety, and ensuring contract compliance for large water treatment plant projects.

Responsibilities

• Assist the Lead Resident Engineer in overseeing construction and commissioning activities to ensure timely and compliant project delivery
• Process contractor claims including progress payments, variations, and extension of time requests to maintain contract adherence
• Coordinate between the Design Team and Contractors to align scheduling, cost control, document management, and quality assurance implementation
• Review and update contractor schedules to monitor project progress and cost status across all contracts
• Manage quality assurance and safety protocols on site to uphold regulatory and contract standards
• Supervise the Consultant’s site supervision team to ensure effective project oversight and compliance

Required competencies and certifications

• Possess a relevant Engineering Degree or equivalent certificate
• Demonstrate at least 15 years of construction experience, including a minimum of 10 years managing large used water/water treatment plant construction contracts of similar size and complexity

Preferred competencies and qualifications

• Exhibit strong communication skills to effectively liaise with stakeholders and teams
• Apply supervisory skills to lead and manage site teams efficiently
