Job summary

HCL SINGAPORE PTE. LTD. is seeking an experienced Change Manager to govern production changes in line with ITIL policies and SLAs. You will lead end-to-end governance, planning, and approvals to minimize operational impact and ensure compliance.

Candidate should have 7+ years IT experience with 3–5 years in Change Management within large enterprises, preferably in regulated sectors. ITIL Foundations mandatory and ServiceNow expertise highly valued.

Qualifications

• Bachelor's degree required in IT/CS/Engineering or related field.
• ITIL Foundations mandatory; Intermediate/MP is a plus.
• Experience in banking/regulated environments preferred.

Responsibilities

• Manage end-to-end production change governance and approvals.
• Coordinate change planning, scheduling, implementation, and stakeholder communications.
• Facilitate CAB meetings and ensure timely approvals.
• Perform risk and impact assessments for planned and emergency changes.

Job description

We are hiring experienced Change Managers to govern and coordinate production changes in line with Change Management policies, ITIL best practices, and agreed SLAs. This role will ensure smooth planning, approval, communication, risk management, and implementation of changes while minimizing operational impact and maintaining compliance.

Key Responsibilities

• Manage end-to-end production change governance and approvals.
• Coordinate change planning, scheduling, implementation, and stakeholder communications.
• Facilitate CAB meetings and ensure timely approvals.
• Perform risk and impact assessments for planned and emergency changes.
• Ensure compliance with vulnerability remediation and change restriction processes.
• Maintain change records, governance documentation, and audit readiness.
• Collaborate with Configuration Management teams to maintain CMDB accuracy.
• Drive continuous improvement of Change Management processes and metrics.

Requirements

• Minimum 7+ years of overall IT experience.
• Minimum 3 to 5 years of hands‑on Change Management experience in large-scale enterprise environments.
• Proven experience leading CAB governance, change risk management, and production change coordination.
• Experience in banking, financial services, or highly regulated environments is preferred.
• Good understanding of ITIL processes, ServiceNow, CMDB, and production change governance.
• Experience coordinating enterprise production changes and stakeholder communications.
• Bachelor's Degree in Information Technology, Computer Science, Engineering, or a related discipline.
• ITIL Foundation certification is mandatory.
• ITIL Intermediate/Managing Professional certification will be an advantage.
• ServiceNow certification is preferred.
