Qualifications

  • Bachelor's degree in Computer Science, Information Technology, or related field.
  • Minimum 5 years of experience in business analysis, product owner, or similar role in a product-centric environment.
  • Experience with Agile/Scrum or similar methodologies.
  • Experience in supporting and managing existing enterprise systems with vendors and multi-agency stakeholders.
  • Familiarity with Whole-of-Government (WOG) frameworks, security policies, and compliance standards.
  • Working knowledge of AI tools and concepts is a strong advantage.
  • Strong analytical, facilitation, and problem-solving skills.
  • Excellent stakeholder engagement and communication skills.
  • Self-motivated, adaptable, and eager to continuously learn.

About the Role

As a Digital Business Analyst, you will be central to driving digital transformation by adopting a product-centric approach. Working closely with the Chief Information Officer and cross-functional teams—including project/product managers, solution architects, and technical/security consultants—you will deliver innovative digital solutions focused on user value and strategic outcomes. This role involves not only steering new digital initiatives but also providing business and operational support for existing systems. You will be a proactive, self-motivated team player with a strong grasp of modern digital technologies and a commitment to delivering secure, user-centric solutions that serve both agency goals and public needs.

Key Responsibilities
  • Embrace Product Thinking: Champion a product mindset to develop a deep understanding of user needs and the problems we are trying to solve. Go beyond requirements gathering to define and articulate the 'why' behind new features and initiatives.
  • User-Centric Discovery: Partner with business teams to elicit citizen, business, and agency needs through human-centric and visual methods.
  • Modern Methodologies: Apply Product Management, Design Thinking, and Service Design methodologies to identify pain points, define product vision, and design future-state solutions.
  • Strategic Technology Evaluation: Evaluate and recommend appropriate technologies that align with digital direction (e.g., cloud adoption, legacy modernization, SG Tech Stack), with a focus on building scalable and sustainable products.
  • Iterative Delivery: Collaborate within an Agile framework to define user stories, set acceptance criteria, and manage the product backlog to ensure a continuous flow of value.
  • Product Lifecycle Management: Support the business and operational needs of existing systems, treating them as products with a lifecycle that includes iterative enhancements, issue resolution, and eventual decommissioning.
  • Stakeholder Collaboration: Liaise with internal business stakeholders, other government agencies, and industry professionals to ensure product-market fit and alignment with the broader ecosystem.
  • Vendor and Partner Management: Work closely with system vendors, interface partners, and helpdesk teams to identify, troubleshoot, and resolve system-related issues, ensuring they align with the product roadmap.
  • Continuous Improvement: Proactively analyze product performance and user feedback to propose data-driven improvements and champion digital innovation.
  • WOG Compliance: Ensure all solutions align with Whole-of-Government (WOG) policies, including digital governance, security, and compliance requirements.
Requirements
  • A degree in Computer Science, Information Technology, Computer/Electronics Engineering, or a related field.
  • Minimum 5 years of experience in a business analysis, product owner, or similar role within a product-centric environment.
  • Proven track record in Agile, Scrum, or other modern product development methodologies.
  • Demonstrated experience in applying product thinking and product ways of working to solve complex problems.
  • Experience in supporting and managing existing enterprise systems, including liaising with vendors, helpdesks, and multi-agency stakeholders.
  • Familiarity with Whole-of-Government (WOG) frameworks, security policies, and compliance standards.
  • Working knowledge of AI tools and concepts is a strong advantage.
  • Strong analytical, facilitation, and problem-solving skills, particularly in discovery and prototyping.
  • Excellent stakeholder engagement and communication skills, with the ability to influence and pitch ideas effectively.
  • Self-motivated, adaptable, and eager to continuously learn and improve.
