Job summary

PENTA-OCEAN CONSTRUCTION COMPANY LIMITED is seeking a Senior Quantity Surveyor to manage and prepare cost estimates for tender projects and to participate in value engineering. The role involves evaluating contract terms, calculating quotations, and supporting commercial decisions through pre-contract to post-contract stages.

The ideal candidate has 10–15 years of QS experience in construction, with strong knowledge of cost estimation, procurement, and contract administration.

Qualifications

• Bachelor Degree/ Diploma in Quantity Surveying, Construction, Electrical/Mechanical Engineering or equivalent.
• Minimum 10–15 years of QS experience in the construction industry.
• Proven experience in tendering / bidding and pre-contract management.
• Involved from pre-contract stage to post-contract stage; strong foundation, RC structural works.
• Sound knowledge of cost estimation, procurement, contract administration and commercial management.
• Ability to work independently, take ownership and deliver results with minimal supervision.

Job description

Tender:

• To manage and prepare all the cost estimates for the tender projects.

• Involved in value engineering and determining the price of the service.

New Project Support:

• Analyse upstream contract terms and identify possible risks and opportunities related to the application of contract clauses

• To compute quotations from specialists/sub-contractors, prepare competitive comparison for cost committee prior to negotiation and award contracts

Commercial & Contracts:

• Prepare Extension of Time and prolongation costs claims with the aid of external consultants

• Involve and advise requests for equitable adjustment, contract disputes and contract claim with client/consultants and subcontractors with the aid of external consultants

• Consolidate the report to the management on defence against claims, disputes or conflicts and contractual non-compliance issues during monthly reporting

• To check and ensure timely upstream claims to clients are maximize to the company interest including variation order

• To report any major contractual status which may arise after discussion with project sites.

• Update any changes in project budget

• To ensure accurate and timely payment responses are certified to the subcontractor’s monthly claim
  

  Requirements

  • Bachelor Degree/ Diploma in Quantity Surveying, Construction, Electrical/Mechanical Engineering or its equivalent

  • Minimum 10~15 years of relevant QS experience in the construction industry.

  • Proven experience in tendering / bidding and pre-contract management.

  • Involved from pre-contract stage to post-contract stageStrong expertise in foundation, RC structural works of medium to large scale building projects.
