You will partner with country HR teams, manage HRIS and LMS, ensure compliance, lead projects, and support recruitment, onboarding, and performance processes across the region.

Qualifications

  • Minimum Diploma in Human Resources or a related discipline.
  • Minimum 5 years of HR experience, preferably with exposure to learning and development and regional HR operational.
  • Familiar with compliance requirements in ASEAN countries.
  • Experience in training & development programs that drive employee growth and performance.
  • Excellent analytical thinking, attention to detail and confidentiality.
  • Proficient in HRIS and MS Office.
  • Times Pro system and maritime industry experience is a plus.

Responsibilities

  • Assist in formulating, reviewing, alignment and continual improvement of HR policies, employee handbook, processes and procedures.

  • Provide advisory support to line managers on HR processes, employee relations, and conflict management across regulations.

  • Maintain HR employee databases, HRIS, recruitment platforms, HR subsite and document management systems.
  • Conduct HR compliance reviews with local HR personnel and interface with external auditors.
  • Lead group-wide employee engagement programmes with local HR teams.
  • Design, implement and evaluate learning and development programs and training frameworks.
  • Manage the e-learning portal and dashboards; drive learning initiatives and knowledge sharing.

Job description

Summary

Assistant Manager, Group HR is responsible for managing group-wide human resources functions and regional operational matters but not limited to employee engagement programs, compensation, benefits, recruitment and training development. This role supports the formulation and execution of Group HR initiatives to enhance organizational capability, operational efficiency and employee engagement across the region.

Key Responsibilities:
Group Governance & Employee Engagement
  • Assist in formulating, reviewing, alignment and continual improvement of HR policies, employee handbook, processes and procedures.
  • Ensure compliance with employment laws and statutory requirements across all HR management practices.
  • Provide advisory support and guidance to line managers on HR processes, employee relations, and conflict management, in alignment with both Country and Group employment regulations.
  • Drive HR projects by coordinating cross-functional teams, managing stakeholders and ensuring effective communication throughout the project lifecycle.
  • Ensure the efficient maintenance and accuracy of HR employee databases, including HRIS, recruitment platforms, HR subsite and document management systems.
  • Conduct periodic HR compliance reviews across business units and collaborate with local HR personnel in the implementation of corrective/ or improvement actions, act as an interface for external audit.
  • Lead Group-wide employee engagement programmes and liaising with respective local HR team.
Group Training & Development
  • Design, implement and evaluate the learning and development programs, training framework/schedule in alignment with business and talent strategies.
  • Identify training needs through performance reviews, feedback and skills assessments and propose appropriate learning interventions.
  • Manage the e-learning portal, including content development, employee data and dashboards, while driving learning and development initiatives such as e-learning programmes and knowledge-sharing sessions.
  • Partner with internal stakeholders and external training providers to deliver effective learning solutions.
Regional HR Operations & Employee Lifecycle
  • Responsible for regional HR operations and administrative functions, including but not limited to maintaining training records, updating job descriptions, preparing employment contracts, HRIS administration, employee engagement initiatives and ensuring proper document management.
  • Responsible for end-to-end employee lifecycle processes including but not limited to recruitment, onboarding, confirmation, performance tracking and offboarding.
  • Partner with hiring managers to understand workforce needs and develop effective hiring strategies.
  • Responsible for regional compensation and benefits including but not limited to end-to-end performance review cycle, etc.
  • Manage regional annual insurance renewals and processes including staff insurance registration/de-registration and handle employees' enquiries.
  • Establish and monitor service level agreements (SLA) for outsourced payroll and tax services include liaising with respective stakeholders on regional HR operational matters.
  • Support and guide junior HR team member(s) as needed.
  • Backup HR payroll and/or operational matters in the absence of the HR team.
  • Ad-hoc tasks as assigned.
Requirements:
  • Minimum Diploma in Human Resources or a related discipline.
  • Minimum 5 years of HR experience, preferably with exposure to learning and development and regional HR operational.
  • Familiar with compliance requirements in ASEAN countries.
  • Experience in training & development programs that drive employee growth and performance.
  • Excellent critical analytical thinking skills with a keen eye for details, structured approach and consistent follow-through.
  • Strong problem-solving skills, ability to work independently, handle sensitive issues with confidentiality and balance both strategic and operational HR responsibilities.
  • Proficient in HRIS systems and Microsoft Office Suite.
  • Candidate with Times Pro system and maritime industry will be an added advantage.
