Job summary

FARRER PARK HOSPITAL PTE. LTD. is seeking an experienced head of Facilities Management to lead and direct the hospital's FM functions, ensuring alignment with the hospital's mission and goals.

The role requires planning, policy formulation, contract administration, and oversight of M&E, ACMV, plumbing; liaising with MOH and external bodies. Strong leadership and ability to manage budgets and staff.

Responsibilities

  • Plan, organise, lead and direct the Facilities Management functions to be consistent with the mission and goals of the hospital.
  • Formulate and review the department's policies, procedures, work instruction and standards.
  • Manage and administer maintenance service contracts for related services, ensuring schedules meet quality and cost targets.
  • Oversee daily operations including budgeting, recruitment, training and overall department performance.
  • Liaise with MOH, other hospitals and external bodies on administrative and professional matters.
  • Communicate policies effectively and ensure compliance across staff.
  • Supervise a team of Senior/Engineers and contractors/vendors in duties.
  • Oversee faults and provide solutions for Building Services including M&E systems, ACMV, Plumbing.
  • Tender, pre/post contract and procurement for A&A projects; support hospital A&A works from concept to handover.

Job description

Job Responsibilites:
  • Plan, organise, lead and direct the Facilities Management functions to be consistent with the mission and goals of the hospital. Oversee all activities and personnel in the defined scope of services.
  • Formulate and review the department's policies, procedures, work instruction and standards.
  • Manage and administer maintenance service contracts for the related services, ensuring that the maintenance schedules are properly set-up and carried out within desired quality and cost.
  • Responsible for the daily operations including budgeting, recruitment, training and overall performance of the department.
  • Liaise with external agencies, Ministry of Health, other hospitals, foreign institutions, and educational and professional bodies on administrative, operational and professional matters.
  • Ensure that the company's policies and directives are effectively communicated to staff, compliance monitored and corrective action taken when necessary.
  • Manage and supervise a team of Senior/Engineers, Senior/Assistant Engineers and contractors/vendors in carrying out duties as specified.
  • Oversee and handle faults, troubleshoot and able to advise alternative solutions in terms of breakdown in Building Services which includes and not limited to M&E systems, ACMV, Plumbing.
  • Responsible for the tender, pre & post contract and procurement administrations for Addition and Alteration (A&A) projects.
  • Support and manage all the hospital A&A projects.
  • Oversee the A&A works from conception phase to completion and handing over to user.
Job requirements:
  • Possess a Degree in Engineering or Facilities Management and have at least 3 years of relevant experience, including a minimum of 2 years in a supervisory capacity or
  • Possess a Diploma in Engineering or Facilities Management and have at least 7 years of relevant experience, including a minimum of 5 years in a supervisory capacity.
  • Knowledge and experience in hospital operations, clinical operations and project management is an added advantage.
  • Excellent interpersonal and communication skills, coupled with strong leadership and people management skills.
  • Driven, passionate and service oriented.
  • Able to exercise initiative, manage pressure, multi-task and work independently in a fast-paced environment.
