Job summary

Cathay Pacific is seeking a seasoned Cargo Service Manager to plan and execute cargo service strategies across ports, driving reliable, customer-centric air cargo solutions. You will lead a high-performing team, collaborate with GHAs, regulators, and internal stakeholders, and ensure safety, compliance, and sustainability in every shipment.

Responsibilities include monitoring KPIs, driving continuous improvement, and implementing lean practices while building strong carrier and supplier

Qualifications

  • University degree (or tertiary equivalent) in a related discipline.
  • Additional certification or diploma in logistics, supply chain management, or aviation operations is preferred.
  • Lean Six Sigma Yellow or Green Belt certification preferred.

Role Introduction

To support Cathay Cargo’s mission by planning and executing cargo service strategies across all ports of the country to drive reliable, customer-centric air cargo solutions. The

Cargo Service Manager ensures smooth operations and strong service delivery by

collaborating closely with internal and external stakeholders.

By providing clear guidance and support, the role empowers teams to meet performance targets while upholding the highest standards of safety, compliance, and sustainability. Through teamwork, specialized expertise, and innovative practices, the Cargo Service Manager builds customer trust and delivers value, ensuring every shipment contributes to moving cargo that matters to the world.

Key Responsibilities
Leadership & Governance
  • Execute cargo operations in line with Cathay Cargo's regional strategy, ensuring reliable and efficient service delivery.
  • Apply regional and Head Office service standards, KPIs, and governance requirements while adapting to local operational needs.
  • Set and monitor SMART objectives aligned with business and operational priorities.
  • Conduct self-audits, drive continuous improvement initiatives, and provide regular updates on operational performance, supplier effectiveness, and service delivery.
  • Ensure timely approval of supplier invoices and maintain strong operational governance and record accuracy.
Safety, Compliance & Sustainability
  • Ensure compliance with all safety, security, aviation, and regulatory requirements, including PLACI protocols and dangerous goods regulations.
  • Maintain effective Safety Management System (SMS), Emergency & Accident Response, and Business Continuity Plans in partnership with key stakeholders.
  • Investigate operational, safety, and service incidents, implementing corrective actions where required.
  • Champion sustainability initiatives and support Cathay's ESG commitments.
Customer Experience & Service Innovation
  • Drive service excellence by monitoring Cargo iQ and operational performance metrics, identifying gaps and implementing corrective actions.
  • Support resolution of customer issues and enhance service offerings through continuous improvement initiatives.
  • Ensure premium handling standards for special cargo and expert shipments.
Supplier & Regulatory Partnerships
  • Manage supplier performance, ensuring Cargo Terminal Operators and Ramp Handling Agents consistently meet SLA and Cathay service standards.
  • Build effective partnerships with GHAs, GSSAs, regulatory authorities, and industry stakeholders to strengthen operational resilience and compliance.
  • Support audit readiness through audits, self‑assessments, and compliance reviews.
Operational Excellence
  • Oversee trucking, charter services, offline cargo handling, and daily cargo operations to ensure safe, efficient, and high-quality execution.
  • Monitor KPIs, identify trends and bottlenecks, and implement process improvements to enhance operational performance.
  • Drive lean practices and standardization of processes in alignment with regional and Head Office requirements.
  • Ensure ULD inventory compliance, support digital cargo initiatives such as e-AWB and e‑Freight, and optimize operational costs.
People & Capability Building
  • Lead and develop a high-performing team with the skills, capabilities, and mindset to deliver operational excellence.
  • Coach and mentor team members, fostering collaboration and role modelling Cathay’s values and behaviors.
  • Identify and develop high-potential talent, supporting training and succession planning in partnership with Cathay Academy and People Managers.
  • Conduct regular performance discussions, set clear expectations, and recognize achievements to drive engagement, accountability, and growth.
Operational Duty Holder
  • This position is the Operational Duty Holder of port SIN.
  • Maintain accountability for the safe, secure, and compliant delivery of cargo operations, including outsourced activities.
  • Monitor day-to-day operational performance and supplier compliance, driving continuous improvement and operational reliability.

  • Emergency and Accident and Crisis Response responsibilities
Requirements
Academic Qualifications
  • University degree (or tertiary equivalent) in a related discipline
  • Additional certification or diploma in logistics, supply chain management, or aviation operations is preferred.
  • Lean Six Sigma Yellow or Green Belt certification preferred.
Knowledge, Skills, Training And Experience
  • 6+ years of cargo services experience, including3+ years in a supervisory or managerial role.
  • Strong knowledge of airline operations and international air freight.
  • Mandatory possession of Cathay Cargo Freighter RCO Licence and SHE (Super Heavy- as applicable) Licence for freighter-operating ports.
  • Proven ability to set and achieve goals, lead high-performing teams, and drive results.
  • Excellent interpersonal, communication, decision-making, and time management skills.
