IPOS International is seeking an Assistant Director, Human Resources to lead payroll, benefits administration, HR operations and system initiatives. You will manage the outsourced payroll provider, oversee governance and ensure audit-ready controls while driving process improvements.

You will also steer manpower budgeting, HR reporting and the implementation of new HR systems, working with cross-functional teams to ensure compliant, efficient HR services across the organisation.

Competenze

• Degree in Human Resources, Business Administration or related discipline.
• At least 8 years of relevant HR experience with supervisory responsibilities.
• Strong hands-on experience in payroll operations, benefits administration and HR operations.
• Experience managing an outsourced payroll service provider, including service delivery, issue resolution, controls and service standards.
• Good understanding of Singapore employment legislation and statutory requirements, including MOM, CPF and IRAS requirements.
• Experience in HR policies, audit and risk controls.
• Hands-on experience in HR systems, system enhancements and UAT, with exposure to end-to-end HRIS implementation preferred.
• Experience in manpower budgeting, HR reporting and data analysis.
• Strong analytical, stakeholder management and communication skills.
• Meticulous and able to manage multiple priorities independently.
• Prior public-sector experience is preferred, particularly in governance and approval frameworks.

• Oversee payroll, benefits administration and related statutory submissions to ensure accuracy and timeliness.
• Manage outsourced payroll provider, including service standards, issue resolution and controls.
• Lead salary actions such as merit increments, progression increments, bonuses and allowances.
• Ensure payroll and rewards processes have proper checks, controls and documentation.
• Oversee HR operations including onboarding, offboarding, promotions and records maintenance.
• Lead establishment budgeting, manpower forecasting and reporting to support management decisions.
• Drive HR system administration, enhancements and go-live of new HR systems.
• Coordinate audits and ensure HR processes, data and access are audit-ready.
