Job summary

IPOS International is seeking an Assistant Director, Human Resources to lead payroll, operations and HR systems. You will report to the Head of HR and oversee payroll accuracy, governance and improvements across the function.

You will manage the outsourced payroll provider, ensure compliance with MOM, CPF and IRAS, and drive manpower budgeting, HR reporting and system enhancements with a focus on audit-readiness.

Qualifications

  • Degree in Human Resources, Business Administration or related discipline.
  • At least 8 years of HR experience with supervisory responsibilities.
  • Hands-on payroll operations, benefits administration and HR operations.
  • Experience managing outsourced payroll service providers and service levels.
  • Knowledge of Singapore employment laws including MOM, CPF and IRAS.
  • Experience with HR policies, audit and risk controls.
  • Experience in HR systems, UAT and end-to-end HRIS implementation.
  • Experience in manpower budgeting, HR reporting and data analysis.

Responsibilities

  • Oversee monthly payroll, benefits administration, statutory submissions and payments.
  • Manage the outsourced payroll service provider, including service standards, issue resolution, process controls and contract-related matters.
  • Lead the computation and implementation of merit increments, progression increments, bonuses, allowances and other salary-related adjustments.
  • Ensure payroll and rewards administration is supported by appropriate checks, controls and documentation.
  • Oversee employee life cycle processes, including onboarding, confirmation, promotion administration, novation, secondment, transfers and offboarding.
  • Ensure HR records, documentation and workflows are accurate, timely and properly maintained.
  • Guide the team in delivering responsive and service-oriented HR operational support.
  • Review, maintain and operationalise HR policies, processes and workflows.
  • Ensure HR practices are aligned with prevailing legislation, organisational requirements and IPOS Group policies.
  • Provide advice to employees and reporting officers on HR operational and policy matters.
  • Lead preparation for internal and external HR audits and coordinate responses to audit queries.
  • Ensure HR processes, documentation, system access and controls are audit-ready.
  • Track audit findings and implement corrective actions to strengthen controls and prevent recurrence.
  • Manage establishment, manpower budgeting, reforecasting and related tracking.
  • Prepare manpower reports and analysis to support management decision-making and workforce planning.
  • Lead HR system administration, enhancements, access rights and HR operational workflows.
  • Co-lead the implementation of a new HR system, including requirements gathering, vendor evaluation, system configuration, UAT, data migration, change management and go-live.
  • Work with vendors and internal stakeholders to resolve system issues and strengthen data integrity.
  • Drive HR digitalisation and identify opportunities to streamline processes, reduce manual work and improve operational efficiency.

Job Title: Assistant Director, Human Resources (Payroll, Operations and System)

About the Role

The Human Resource Department plays a pivotal role in attracting, nurturing and retaining talent to ensure that IPOS International continues to be a competitive employer. Reporting to the Head of Human Resources, the candidate will lead HR operations, payroll and benefits administration, HR governance, manpower budgeting and HR system. The role is responsible for ensuring that core HR services are accurate, timely,well-controlled and audit-ready, while continuously improving HR processes and systems.

A key aspect of the role is the effective management of the outsourced payroll service provider, ensuring service quality, accuracy, compliance and timely resolution of issues.

Job Responsibilities
Payroll, Benefits & Rewards Administration
  • Oversee monthly payroll, benefits administration, statutory submissions and related payments to ensure accuracy, timeliness and compliance.

Audit, Controls & Risk Management
  • Lead preparation for internal and external HR audits and coordinate responses to audit queries.
  • Ensure HR processes, documentation, system access and controls are audit-ready.
  • Track audit findings and implement corrective actions to strengthen controls and prevent recurrence.
Establishment, Manpower Budgeting & Reporting
  • Manage establishment, manpower budgeting, reforecasting and related tracking.
  • Prepare manpower reports and analysis to support management decision-making and workforce planning.
HR System & Process Improvement
  • Lead HR system administration, enhancements, access rights and HR operational workflows.
  • Co-lead the implementation of anew HR system, including requirements gathering, vendor evaluation, systemconfiguration, UAT, data migration, change management and go-live.

  • Experience managing an outsourced payroll service provider, including service delivery, issue resolution, controls and service standards.
  • Good understanding of Singapore employment legislation and statutory requirements, including MOM, CPF and IRAS requirements.
  • Experience in HR policies, audit and risk controls.
  • Hands-on experience in HR systems, system enhancements and UAT, with exposure to end-to-end HRIS system implementation preferred.
  • Experience in manpower budgeting, HR reporting and data analysis
  • Strong analytical, stakeholder management and communication skills.
  • Meticulous and able to manage multiple priorities independently.
  • Prior public-sector experience is preferred, particularly in working within public-sector HR policies, governance and approval frameworks.
  • Experience aligning HR practices with a parent organisation or Group Framework would be advantageous.
