Job description

What the role is:

We are seeking an experienced Analyst to shape and advance College's use of data & analytics in support of strategic decision-making, organisational performance, and learning excellence. Reporting to the Chief Data Officer (CDO), the Analyst serves as both a technical leader and strategic advisor, partnering senior stakeholders across the College to translate complex business questions into actionable insights, analytical data products, and evidence-based recommendations. The role combines leadership, hands‑on analytics, stakeholder engagement, and data product development. The successful candidate will help build institutional intelligence by leveraging data, analytics, and emerging AI capabilities to improve decision‑making, strengthen governance, and deliver measurable value across the organisation.

What you will be working on:
  • Provide analytical advisory to senior leaders and key stakeholders to shape key lines of inquiries and lead agency‑wide analytics projects (from problem framing and data sourcing to modelling and deployment) to distil policy‑/practice‑informed insights.
  • Guide the design of meaningful metrics, KPIs, and measurement frameworks that support evidence‑based decision‑making and build the intelligence layer necessary for College to monitor and understand performance and derailers, identify emerging opportunities and risks, and continuously improve outcomes.
  • Translate complex evidence and analytical findings into compelling narratives, decision points, and actionable options for both technical and non‑technical stakeholders, surfacing implications for strategy, policy, and L&D practice.
  • Translate analytical insights into scalable frameworks, methodologies, and data products (e.g. RShiny applications, Tableau dashboards etc.) that strengthen the organisation's intelligence layer to support evidence‑informed action.
  • Lead the design and execution of rigorous quantitative and qualitative analyses using appropriate methodologies, including statistical analysis (e.g. psychometrics, structural equation modelling), predictive analytics, and text analytics, ensuring that findings are scientifically defensible, reproducible, business‑relevant, and translated into actionable insights that drive evidence‑informed decisions.
  • Lead the exploration and responsible adoption of AI‑enabled approaches (including automation, LLMs, natural language interfaces etc.), to strengthen organisational intelligence, enhance analytical productivity, and deliver measurable value through continuous innovation and experimentation.
  • Lead, coach, and develop an analytics team, fostering a culture of curiosity, critical thinking, experimentation, and continuous improvement while building sustainable in‑house capabilities across data & analytics.
What we are looking for:
  • Degree in Statistics, Data Science, or a related discipline (e.g. Economics, Psychology, Business Analytics.)
  • At least 10 yrs experience in analytics, business intelligence, research, data science, or related fields, with at least 3 yrs experience supervising & managing teams.
  • Strong proficiency in analytical methods (both qualitative and quantitative), research design (experimental, quasi, mixed‑methods), item design & causal analysis (including psychometrics), data visualisation & storytelling.
  • Experience working with senior stakeholders and translating complex findings into key recommendations that has a tangible impact on outcomes.
  • Demonstrated ability to lead projects from problem framing through analysis, insight generation, and implementation.
  • Strong communication, translation, facilitation, and stakeholder management skills.
Additional:
  • Master’s degree in Statistics, Data Science, or a related discipline (e.g. Economics, Psychology, Business Analytics.)
  • Experience in learning analytics, workforce analytics, customer analytics, programme evaluation, demand forecasting, market intelligence etc.
  • Familiarity with R, Tableau, AWS ecosystem, and equivalent tools.
  • Familiarity with the use of Perplexity for research, ClaudeCode for programming work, and equivalent GenAI tools.
  • Experience synthesizing AI, machine learning, natural language processing, & text analytics in business contexts that has a real‑world impact.
  • Experience developing and managing enterprise data products in line with Govt’s IM.
  • Experience leading analysts or multidisciplinary project teams of high complexity and ambiguity.
