Job summary

Turner & Townsend Pty Limited is seeking a Cost Consultant to support the Commission Manager across a broad range of cost management duties in Singapore. You will conduct feasibility studies, prepare procurement reports and assist with early cost planning to present reliable cost plans.

The role involves tendering, pre-qualification management, tender analysis, and compiling contractual documents, with responsibility for cost checks, valuations and monthly post‑contract reporting to clients.

Qualifications

• Degree in Quantity Surveying, Cost Management/Engineering or equivalent.
• 2-5 years' experience in related fields.
• Experience in infrastructure, commercial fit out, industrial, mixed development, healthcare, hospitality & leisure, data centres or semi conductor projects as a cost consultant preferred.
• Excellent technical knowledge across Cost Management duties: Estimates, Bills of Quantities, Value Engineering, Tendering, Evaluation, Contract Knowledge, Change Orders and Final Account close-out.

Responsibilities

• Assisting the Commission Manager on a range of tasks.
• Conducting background research, data collection and benchmarking.
• Feasibility studies and writing procurement reports.
• Estimating and cost planning including producing and presenting the final cost plan.
• Tendering and procuring including managing pre-qualification, tender list, preliminaries, tender analysis and contractual documents.
• Managing post contract cost variances and change control processes.
• Carrying out cost checks and valuations on larger projects to ensure timely, accurate results.
• Producing monthly post contract cost reports and presenting to the client.
• Inputting into value engineering and negotiating final accounts.
• Interfacing with clients and other consultants at all project stages.
• Assisting in bid documentation production and identifying improvements to cost management procedures.
