Job summary

Turner & Townsend Singapore is seeking an experienced Quantity Surveyor to lead cost management on major construction projects. You will conduct feasibility analyses, prepare and present cost plans, tendering and procurement, and manage post‑contract cost variances.

The ideal candidate holds a degree in Quantity Surveying or related field, is a registered QS (RICS or SISV), and has extensive BIM costing experience.

Qualifications

• Degree in Quantity Surveying, Cost Management/Engineering or equivalent
• Minimum 8 years' experience in cost and contract management of major construction projects as a cost consultant
• Registered Quantity Surveyor with RICS or SISV or equivalent
• Familiar with BIM for costing (Cost X, etc.)
• Excellent technical knowledge across Cost Management duties: estimates, bills of quantities, value engineering, tendering, contract knowledge, change orders, final accounts
• Team player with leadership and problem solving skills

Responsibilities

• To conduct feasibility studies and writing procurement reports
• Estimating and cost planning including producing and presenting the final cost plan
• Tendering and procuring: managing pre-qualification, tender list, preliminaries, tender analysis, tender report, contractual documents
• Managing post contract cost variances and change control processes
• Carrying out valuations and cost checks for larger projects
• Producing monthly post contract cost reports and presenting to the client
• Inputting into value engineering and negotiating final accounts
• Interfacing with client and other consultants at all stages
• Assisting in the production of bid documentation
• Identifying improvements to cost management procedures and referencing line managers
• Knowledge management – input learning into internal database
• Financial management – track ongoing margin levels
• Process improvement – suggest improvements to internal systems
