Raffles Medical Group Ltd is seeking an Application Specialist to own and hands-on manage HIS applications across outpatient and inpatient care. You will ensure accurate patient data, resolve production issues at the root cause, and support MOH and national programmes, including Healthier SG and NEHR, while upholding secure coding practices.
The role requires 5+ years in .NET development, strong C#/ASP.NET Core expertise, and experience with healthcare systems, Azure DevOps, and healthcare data
About the role
The Application Specialist is the hands-on technical owner of the Hospital Information System (HIS) applications that support outpatient and inpatient care, with working knowledge of clinical workflows. The role keeps patient data accurate, resolves production issues at the root cause, supports regulatory requirements including Healthier SG and NEHR, and makes no data change outside the governed change process.
Key responsibilities
Act as the application owner for HIS across outpatient (clinical) and inpatient, and build a working understanding of end-to-end flows: registration, appointments, consultation and clinical documentation, orders and results, dispensing, billing, admission, transfer, and discharge.
Document workflows, configuration, data definitions, and interfaces for each system so knowledge does not depend on any single person.
Work with clinicians, nursing, operations, medical records, and vendors to clarify workflow needs, resolve issues, and manage vendor changes and upgrades.
Provide technical input to requirement reviews led by the Clinical Application Lead, including the patient safety, data, and downstream interface impact of proposed changes.
Support the application changes and data submissions required for MOH and national programmes, including Healthier SG and NEHR contribution and access.
Provide support for production incidents, working to agreed severity-based response and resolution targets.
Perform root cause analysis, drive corrective and preventive actions, and contribute to problem management to reduce recurring incidents.
Design and enhance .NET applications and integrations supporting HIS functions.
Write unit and integration tests for own code, and follow the release quality gates.
Apply secure coding practices and comply with security, privacy, and regulatory requirements for patient data.
Requirements
Bachelor's Degree in Computer Science, Information Technology, Software Engineering, or related field.
5+ years of hands-on experience in .NET application development, enhancement, and production support.
Strong proficiency in C#, ASP.NET MVC, .NET Core, and Entity Framework, with working proficiency in HTML, CSS, and JavaScript (React, jQuery, or similar).
Proven ability to troubleshoot production issues independently, including log analysis, debugging, and performance diagnosis, and to find root cause rather than apply workarounds.
Experience supporting healthcare applications such as EMR, CMS, or hospital information systems in an outpatient or inpatient setting, with a demonstrated ability to learn clinical workflows quickly.
Understanding of patient data confidentiality, PDPA, and the need for audit trails on patient records.
Experience with Git and Azure DevOps (or TFS), and working knowledge of the full SDLC including testing, deployment, and support.
Strong knowledge of application security, authentication, and secure coding practices.
Ability to document workflows and technical specifications clearly and to challenge ad-hoc change requests constructively.
Strong communication skills, with the ability to work with clinicians and explain technical issues in plain language, and to coordinate with remote teams, vendors, and stakeholders.
