Job summary

Saipem in Stockholm, Hjorthagen, is seeking a seasoned HSE Officer for a full-time contractor role (40 hours/week) starting January 2027 through March 2029. You will ensure site HSE plans are implemented and act as liaison with workforce and subcontractors, focusing on safety compliance across all construction phases.

Requirements include 5 years in HSE in major projects, Swedish and English, and Nebosh/ISO 14000/14001 certifications. BAS-P and BAS-U are a plus.

Qualifications

• 5 years as HSE officer or similar within major industrial, energy, or infrastructure projects.
• Languages: Swedish, English.
• Nebosh, ISO 14000, ISO 14001 certificates.
• Heta Aberten: Mandatory certification for hot work activities.
• BAS-P: Safety Coordinator for design and planning phase (plus)
• BAS-U: Safety Coordinator for execution and on-site phase (plus)

Responsibilities

• Supervise implementation of HSE procedures and Life Saving Rules across all sites and construction phases.
• Conduct internal HSE inspections and workplace audits to verify compliance on site.
• Monitor Permit to Work system and correct PPE usage.
• Ensure RAMS/JSA methodology is implemented and safety risks assessed.
• Promote safe operative techniques and safety planning for construction.
• Inspect equipment and machinery for compliance on site.
• Assist in accident investigations and KPI reporting.
• Manage environmental controls and hazardous materials on site, with key personnel support.
• Inspect subcontractors' activities for compliance and implement corrective actions.

Purpose of the position

The HSE Officer is responsible for ensuring that Project/Site HSE plans and procedures are properly implemented on site during operations. The role serves as a continuous liaison with the workforce, supervisors, and subcontractors on all HSE issues, reporting directly to the upper HSE referent and driving compliance with Project requirements, Company standards, and applicable legislation.

How can you support us? Here below your responsibilities:

• Supervise the implementation of HSE procedures and Life Saving Rules across all operational sites and construction phases.
• Conduct internal HSE inspections and workplace audits to verify active compliance on site.
• Monitor the effective implementation of the Permit to Work system and ensure correct usage of Personal Protective Equipment (PPE).
• Ensure compliance with safety risk assessments and verify the RAMS/JSA methodology implementation.
• Promote safe operative techniques and methodologies for construction planning and safety control.
• Control compliance of the equipment and machinery utilized on site.
• Assist in the investigation of accidents, analyze HSE events to identify trends, and propose necessary corrective measures.
• Prepare and administer HSE Key Performance Indicators (KPIs) and ensure adequate reporting in line with Company procedures.
• Monitor and maintain control measures for hazardous materials and supervise environmental aspects on site, supporting key personnel.

Subcontractor Management

• Inspect subcontractors' activities and ensure full compliance with Project HSE requirements and procedures.
• Monitor subcontractor HSE performance and implement corrective actions as required.

What are we looking for?

• Experience: 5 years as HSE officer or similar within major industrial, energy, or infrastructure projects.
• Languages: Swedish, English
• Certificates:
  • Nebosh, ISO 14000, ISO 14001
  • Heta Aberten: Mandatory certification for hot work activities (sparks, welding, open flames), typically required by insurance providers.
• The following certifications would be a plus:
  • BAS-P: Safety Coordinator for the Design and Planning Phase of the Construction Site (pre-construction phase) [AFS 2023:3].
  • BAS-U: Safety Coordinator for the Execution and Operational Phase on Site (construction phase) [AFS 2023:3].
• Technical skills: HSE procedures
