Job summary

Cititec is seeking a Project Compliance Manager to own compliance on a major data center construction project in the Nordics, based in Sweden. You will establish and manage the project compliance framework, monitor Swedish regulations (PBL, PBF, Boverket, AFS), coordinate with project leadership and subcontractors, and drive corrective actions through mobilization, construction, commissioning and handover.

About the company

We’re partnering with a leading technical construction partner delivering complex data center, advanced manufacturing, logistics, pharmaceutical and other critical infrastructure projects across international markets. As the organization expands its Nordic data center operations, it is seeking a Project Compliance Manager to take ownership of compliance on a major construction project.

You’ll join a highly experienced, multidisciplinary team working at the intersection of construction, engineering, quality, health and safety, commissioning and project delivery. This is an opportunity to make a visible impact on a technically complex project, ensuring regulatory, contractual and client requirements are implemented, evidenced and delivered through to final handover.

What the job entails:

You’ll play a key role across project compliance, regulatory assurance and construction delivery, including:

• Establishing and managing the project compliance framework from mobilization through construction, commissioning and handover, including compliance registers, reporting and audit trails.
• Monitoring Swedish construction, occupational health and safety, environmental, fire, electrical and technical requirements, including PBL, PBF, Boverket regulations, AFS requirements and AFS 2023:3.
• Coordinating with project leadership, engineering, quality, HSE, commercial, commissioning teams and subcontractors to communicate obligations, identify gaps and drive corrective actions.
• Managing audits, inspections, permits, certificates, nonconformances and compliance documentation, ensuring actions are tracked through to closeout and the final compliance dossier is complete.

Key requirements:

You’ll likely have experience within one or more of:

• Data center, mission-critical or large-scale technical construction
• Major construction, engineering or infrastructure projects
• Compliance, quality, QA/QC, HSEQ or regulatory assurance

Other experience should include:

• Strong knowledge of the Swedish construction regulatory environment, including PBL, PBF, Boverket and relevant AFS regulations
• Experience with Bas-P, Bas-U, Work Environment Plans, audits, inspections, subcontractor compliance and corrective actions
• Familiarity with environmental permits, fire and life-safety requirements, electrical compliance and ISO 9001, 14001 or 45001
• A degree or equivalent qualification in construction, engineering, quality, compliance, HSE or a related discipline
• Excellent organization, communication and stakeholder-management skills, with the confidence to challenge noncompliance and drive resolution
• English is essential; Swedish is highly desirable for engagement with local authorities, subcontractors and regulatory bodies
