Job Objective
To lead and direct the development and implementation of Total Quality Management (TQM) systems within the General Department of Information Technology by establishing policies and standards, monitoring compliance, and improving operational performance to ensure the delivery of high-quality IT services aligned with the organization’s digital transformation plans and enterprise architecture.
Responsibilities
- Lead the development and implementation of Total Quality Management policies and plans related to Information Technology operations by establishing appropriate standards and procedures in alignment with the organization’s strategic direction, ensuring the delivery of high-quality services that meet stakeholders’ expectations.
- Oversee the implementation of comprehensive quality assurance programs across all IT projects and operations by monitoring compliance with procedures and activating continuous improvement mechanisms to enhance performance efficiency and achieve digital transformation objectives.
- Monitor and evaluate the performance of technical units by developing and regularly reviewing operational and strategic performance indicators, contributing to improved efficiency and reduced operational risks.
- Manage the review and audit processes for IT activities by conducting internal audits, quality control, and technical inspections to ensure compliance with approved standards and achieve operational excellence.
- Develop a comprehensive mechanism for managing risks related to the quality of IT operations through analysis, classification, and follow-up of mitigation plans to minimize impact and enhance operational stability.
- Track the progress of IT projects in terms of adherence to quality standards and implementation plans through detailed progress reports to ensure compliance with timelines and achievement of targeted outcomes.
- Establish integrated principles and methodologies for Total Quality Management and promote their application across all aspects of work within the General Department of Information Technology, aiming to build an organizational culture focused on quality and continuous improvement.
- Identify improvement opportunities in IT systems, services, and processes through periodic analytical reviews and implement corrective and developmental solutions to enhance operational efficiency and service quality.
- Ensure all departments and technical divisions comply with quality policies and principles through continuous monitoring and supervisory reporting to maintain consistency in performance and ensure the quality of outputs.
- Support internal capacity building by developing the skills of department staff in the field of Total Quality Management and providing the necessary guidance, enabling the implementation of best practices and ensuring sustainable excellence in performance.
General Responsibilities
- Ensure the translation of the department’s strategy into operational work plans to guarantee alignment and integration with the organization’s management strategy and overall strategic direction.
- Manage the achievement of the department’s operational objectives by defining individual goals, motivating the team, and leading efforts to enhance performance.
- Lead talent development initiatives within the department in collaboration with Human Capital to ensure the availability of appropriate competencies.
- Prepare the department’s operational budget and monitor financial performance to ensure activities are implemented within the approved financial framework.
- Oversee the implementation of policies, procedures, and controls related to the department’s activities to ensure compliance and achieve operational efficiency.
- Lead continuous improvement initiatives in systems, processes, and practices to enhance productivity and reduce costs in alignment with international standards.
- Ensure timely and accurate preparation of reports in accordance with management requirements and standards.
