Job Purpose

To lead and manage the technical, digital, and strategic execution of a national mega project.

The role is responsible for bridging market research and needs assessment with the design, governance, and delivery of scalable digital capacity‑building solutions, ensuring high‑quality, sustainable impact across the Saudi ICT sector.

Key Responsibilities
1. Technical Leadership & Program Management
  • Provide overall technical and strategic leadership across research, technical, and execution teams.
  • Define, own, and oversee the project’s technical vision in alignment with national digital transformation strategies and Vision 2030.
  • Manage multidisciplinary teams within a large‑scale, complex, multi‑year mega project environment.
  • Establish technical frameworks, methodologies (Agile / Waterfall), standards, and best practices.
  • Ensure the quality, effectiveness, and sustainability of all technical and digital deliverables.
2. Market Study & Needs Assessment Phase
  • Oversee the execution of a comprehensive ICT market study across Saudi Arabia.
  • Lead the assessment of digital skills and capability needs across five target segments:
    • High School Students
    • University Students
    • Mid‑Level Management
    • Guide and validate research methodologies, data collection, analysis, and insight generation.
  • Identify digital skills gaps across key and emerging technology domains, including:
    • Programming & Software Development
    • Artificial Intelligence & Data Technologies
    • Blockchain
    • Internet of Things (IoT)
    • Gaming Technologies
    • Digital Transformation
    • Other emerging ICT technologies
  • Translate research outcomes into actionable insights, skills‑gap analyses, and strategic recommendations.
3. Capacity Building & Execution Phase
  • Lead the design of technical, knowledge, and competency frameworks for national digital upskilling initiatives.
  • Oversee the development and delivery of training programs, learning pathways, digital platforms, and blended learning solutions.
  • Ensure solutions are aligned with government priorities and private sector workforce needs.
  • Monitor project execution, timelines, budgets, and risks.
  • Define, track, and evaluate KPIs and impact metrics related to skill uplift, adoption, and effectiveness.
  • Drive continuous improvement based on performance data and stakeholder feedback.
4. Governance, Stakeholder & Reporting Management
  • Act as the primary technical interface with government entities, and key stakeholders.
  • Ensure compliance with Saudi government governance frameworks, ICT regulations, and quality standards.
  • Prepare and present periodic technical, operational, and impact reports.
  • Provide strategic insights and recommendations to senior leadership and decision-makers.
Required Qualifications & Experience
  • 15–20 years of leadership experience in ICT, digital transformation, or large‑scale technology programs.
  • Proven experience managing mega‑scale, multi‑year projects, preferably national or government‑led initiatives.
  • Strong understanding of the Saudi ICT ecosystem across public and private sectors.
  • Solid background in market research, industry studies, and data‑driven decision‑making.
  • Demonstrated experience in training, learning & development (L&D), and digital capacity building.
  • Broad and deep knowledge of emerging technologies and their real‑world applications.
  • Exceptional leadership, stakeholder management, strategic planning, and decision‑making skills.
  • Full professional proficiency in Arabic and English.
