Job summary

Hill International is seeking an experienced Talent Pool – Planning Engineer to support Water, Roads and Utilities projects across the Middle East. You will develop, update, and monitor project schedules, perform delay analysis, and prepare forecasts to support timely decisions while ensuring delivery within time and cost objectives.

Qualifications

• Bachelor’s degree in Civil engineering or related field with 10–15 years in planning/scheduling.
• Experience on GCC projects and using Earned Value Management for performance analysis.
• Fluent in English with strong communication and reporting skills.

Responsibilities

• Review and manage contractor schedules for compliance.
• Collaborate with Contractors to develop delivery, recovery, and mitigation plans.
• Create detailed schedules with resource/cost loading at activity level.
• Maintain deliverable lists for each design project with Project/Engineering Manager.
• Implement progress measurement models and coordinate with Leads for updates.
• Apply Earned Value Management to assess schedule and cost performance.
• Provide weekly Earned Value dashboards at project/sector levels.
• Support construction: review contractor schedules and report progress to PM.
• Prepare weekly/monthly progress reports on construction status.
• Develop schedules to support proposals for new pursuits.
• Attend internal and external meetings on schedule/progress topics.

Talent Pool – Planning Engineer supporting delivery of Water/Roads/Utilities projects across the Middle East, ensuring effective project planning and schedule control in line with contractual requirements. Develops, updates, and monitors project schedules, tracks progress against baselines, and performs delay analysis in coordination with site teams, contractors, and project controls. Prepares reports and forecasts to support decision-making, enabling timely identification of risks and ensuring successful project delivery within defined time and cost objectives.

Responsibilities

• Manage and review contractor schedules for project compliance requirements.
• Engage with Contractors to develop delivery, recovery, and mitigation plans.
• Develop detailed schedules with resource/cost loading at the activity level.
• Develop and maintain detailed deliverable lists for each design project in coordination with Project/Engineering Manager.
• Implement a deliverable-based progress measurement model and coordinate with Leads to maintain periodic updates.
• Utilize Earned Value Management techniques to evaluate schedule and cost performance metrics.
• Maintain weekly updates of Earned Value Analysis dashboard at the project and Sector level.
• Construction Support: Review, check and evaluate Contractors’ schedule of works. Monitor the work progress, compare to the accepted program of work and report to the Project Manager.
• Prepare weekly and/or monthly progress reports covering the status of construction projects.
• Proposal Support: Develop schedules in support of Parsons’ proposals for new pursuits.
• Attend meetings (both internally and externally) and discuss/present schedule/progress related matters.
• Informs themselves of the relevant Quality, Environmental, Safety and Occupational Health Policies, Manuals and Procedures within Hill International and ensures continued compliance with these requirements while employed by Hill.
• Perform other duties as assigned by the line manager/supervisor.

Qualifications

• Bachelor’s degree in Civil engineering, Construction or related field and minimum 10-15 years of experience in Planning/Scheduling, utilizing Primavera Project Management'P6'.
• Experience working on GCC projects.
• Proven experience in utilization of Earned Value Management in performance analysis and reporting.
• Must be fluent in English both written and spoken and be able to communicate effectively with colleagues and managers.
• Must have excellent skills in utilizing MS Office applications, especially Excel. Must be able to create and maintain complex spreadsheets, including the utilization
• Must be capable to work under pressure.
• Good communication, organizational, and interpersonal skills.
• Experience of working internationally (preference GCC experience).
