Job summary

Client of AreebHR seeks a seasoned Tender & Cost Control Manager to lead pre-award activities, coordinate multi-disciplinary teams, and ensure timely, compliant submissions. The role requires deep experience in cost estimation, scheduling, and negotiations with clients and suppliers.

Responsibilities include reviewing ITT documents, managing budget baselines, and ensuring smooth handovers to operations. A strong track record in multinational or international projects is a plus.

Qualifications

• Bachelor's Degree in Civil or Architecture Engineering.
• Project Management credentials (PRMG) are a plus.
• IPMA or PMP certifications are a plus.
• MBA is a plus.
• 10+ years relevant experience in cost estimation, resources management, scheduling, and planning.

Responsibilities

• Review ITT to ensure no conflicts or deviations with project requirements.
• Assign project tasks to teams to ensure proper delegation for qualifying the project for awarding.
• Set and communicate short-term plans with teams to clarify project needs and priorities.
• Prepare pre-award documents for timely submission.
• Follow up on pre-tender clarifications with clients about tender clauses.
• Supervise cost estimation process and advise on supplier/subcontractor selection.
• Liaise with Planning & Cost Control to discuss resources, schedule and cash-flow.
• Review final cost estimation and obtain CEO/COO approvals.
• Attend key pre-tender client meetings.
• Review responses to RFPs and revise technical/financial proposals.
• Provide baseline for final budget for awarded projects.
• Ensure proper hand-over of contract docs to Operations.
• Report to top management Tender department activities with cost estimation progress.
• Maintain regular contact with potential clients for pre/post-tender negotiations.
