Job summary

Jasara Program Management Company is seeking a Service Charges & Revenue Director to lead the city-wide service charge framework for Riyadh, working across Estate Management, City Operations and Finance. You will own the model governance, cost allocation and revenue opportunities, coordinating with districts, operators and external advisors to ensure sustainable cost recovery.

The role requires 15+ years in service charges or related fields with a proven track record in large-scale destinations

Qualifications

15+ years of progressive experience in service charges, commercial management, cost recovery, financial planning or asset management.
Experience governing service charge models within complex multi-stakeholder environments.

Responsibilities

Establish and maintain the city-wide service charge framework, governance structure, policies and methodologies across assets, facilities and districts.
Own and review service charge model, allocation methodologies, cost drivers and outputs for robust decision making.
Identify and evaluate revenue opportunities from city assets, infrastructure and common areas.
Coordinate operating expenditure inputs with City Operations, Finance and Asset Management stakeholders.
Develop governance reporting and dashboards to support leadership decisions.
