Job summary

Hill International (Middle East) Ltd. is seeking a seasoned Operations Leader to direct and coordinate project delivery activities across multiple workstreams in large-scale infrastructure programmes in Saudi Arabia.

The role requires deep experience in managing resources, supervising teams and contractors, and driving performance while maintaining strict HSE standards. You will report on progress, risks, and mitigation actions to stakeholders and leadership.

Qualifications

• 20+ years of experience in operations, project delivery, stakeholder coordination, resource management, and performance oversight in complex infrastructure or mega-project environments.

Responsibilities

• Lead and coordinate operational activities across project delivery functions ensuring alignment with project objectives and schedules.
• Oversee day-to-day operations, manage resources and supervise teams and contractors for efficient project execution.
• Monitor and analyze operational performance metrics, implementing improvement actions as needed.
• Ensure compliance with approved policies, procedures, and HSE standards, maintaining a safe and efficient work environment.
• Manage stakeholder communication, reporting and operational updates, fostering effective collaboration.
• Identify and mitigate operational risks, issues, and constraints, supporting robust mitigation strategies.
• Coordinate interfaces across disciplines, functions and project stakeholders for seamless collaboration.
• Supervise and mentor operational teams and contractors, promoting accountability and high performance.
• Drive continuous improvement initiatives to enhance operational efficiency, quality and delivery outcomes.

• Sound problem-solving, decision-making, and issue-resolution capabilities, managing competing priorities effectively.
• In-depth understanding of project delivery processes, operational governance, and performance management frameworks.
• Proficiency in HSE requirements, compliance obligations, and operational control processes, ensuring a safe work environment.
