Qualifications

  • BSc degree in Electrical Engineering required.
  • 8–14 years of relevant construction industry experience in HV/MV/LV electrical systems.
  • Experience reviewing, inspecting, and commissioning electrical equipment per RC/SEC standards.
  • Ability to provide technical guidance to construction teams and ensure RC specifications are met.
  • Good MS Office skills and technical reporting ability.

Project Overview:

Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It is one of the biggest civil engineering projects in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s.

Saudi Arabian Bechtel Company (SABCO) serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local architect/engineering (AE) firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras Al-Khair Industrial Cities. In June 2026, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port and pipeline expansions, and more.

Work Location: Ras Al-Khair. The position is based in Ras Al-Khair, located approximately 100 kilometers north of Jubail Industrial City. Daily commuting between Jubail and Ras Al-Khair is required, using either the available transportation facility or the shuttle bus service. Accommodation for this role is provided in Jubail Industrial City. Complimentary breakfast and lunch are provided for Ras Al-Khair assignees on workdays.

Job Summary:

The role of the Senior Field Electrical Engineer for PFE Group is utmost importance to the client (the Royal Commission). He will be our eyes on site and everybody will rely on his feedback and experience to get the job done safely with quality and on time. He is responsible for implementing safety and quality programs, coordinate with SEC site engineers, conduct site inspections, witnessing testing & commissioning, monitoring progress on site, field reporting, reviewing technical submittals and design packages for constructability in accordance with SEC Standards & PTS, RC Specifications, industry Standards & Codes & Procedures and other referenced international standards.

Major Responsibilities:
  • Ensure that safety and quality programs are implemented on site.

  • Review Material Technical Submittals.

  • Capable of checking and verifying IFC drawings and understanding technical specifications.

  • Performing inspections & tests to determine whether delivered products and or installed systems meet SEC & RC standards and approved material & design submittals.

  • Review design packages for constructability.

  • Assist Construction Department field staff and Contractor’s key personnel in resolving project related issues/queries in the field

  • Conduct regular visits to the job sites, and observe, support, train and report.

  • Prepare and submit on time required Field Reports following all site visits.

  • Assist, and I necessary lead the site coordination with SEC engineers or between different contractors working at same area or where there are overlapping/interfacing activities.

Education and Experience Requirements:
  • Recognized BSc degree in Electrical Engineering and 8-10 years of

  • experience or 12-14 years of relevant work experience in the construction industry specifically in the area High/Medium/ Low Voltage Electrical Systems and related equipment is crucial.

  • This includes expertise in reviewing, inspecting, witnessing testing & commissioning of a wide range of electrical equipment.

  • Provide technical guidance and support to the construction teams in solving complex electrical engineering issues and ensuring that all electrical systems meet RC specifications, Industry codes & standards, SEC Standards and industry best practices.

  • Significant experiences in the field of HV/MV/LV electrical systems Installations and their related testing & commissioning requirements.

  • Knowledge of Saudi Electrical Co. and other related international standards.

  • Knowledge of essential electrical design principles & criteria.

  • Technical reporting skills.

  • Excellent knowledge of MS office.

  • Experience with review of Material Technical Submittals.

  • Experience with review design packages for constructability.

  • Capable of checking and verifying IFC drawings and understanding technical specifications.

  • Read project schedule and track progress on site.

  • Implement safety and quality programs on site.

  • Performing inspections & tests to determine whether delivered products and or installed systems meet applicable standards (including SEC) and approved submittals.

  • Respond and conduct “Requests For Inspection (RFI)” in a professional and on timely manner.

Required Knowledge and Skills:
  • Must be able to demonstrate a very good communication and positive interpersonal skills to be able to communicate & coordinate work & progress issues with contractors, his superiors, peers, other organization departments and third parties.

  • Must be capable of working under pressure, meeting milestones and take sound decisions at site with minimum supervision.

  • Ability to work within a culturally diverse organization, recognizing and respecting differences.

  • Is committed to maintaining a strong health and safety approach which is in line with the Bechtel zero accidents philosophy and is able to provide leadership for safe work procedures and safety related mattersSelf-motivated individual with good leadership skills and experience.
