Job summary

Parsons is seeking an experienced Soft Services Manager to oversee non-technical operations within a large workforce accommodation village in Riyadh. You will manage catering, housekeeping, laundry, waste, pest control, landscaping, and vendor relationships to ensure a hygienic, safe living environment.

The role requires 10+ years in facilities management with a focus on large-scale worker housing, plus certifications in food safety or facilities management.

Qualifications

  • BSc degree in relevant field (must have)
  • Min 10 years in facilities management with 3+ years in large workforce accommodations or high-density villages
  • Certifications in food safety (e.g., HAACP, ServSafe) or professional facilities management preferred
  • Exceptional conflict resolution, contractor management, and multicultural workplace experience

Responsibilities

  • Oversee integrated soft facilities management subcontractors and ensure SLAs/KPIs.
  • Direct daily non-technical operations: catering, housekeeping, laundry, waste, pest control, landscaping.
  • Manage soft services budget, vendor invoicing, and resource allocation to avoid cost overruns.
  • Lead readiness plans for new modules/facilities transitioning from construction to occupancy.
  • Coordinate logistics across vendors to scale services with resident population shifts.
  • Inspect living quarters and common areas to ensure compliance with local laws and welfare standards.
  • Collaborate with HSE on medical interfaces, drills, and sanitation controls.
  • Maintain facilities scheduling for prayer halls and sports zones to foster community.
  • Establish feedback loops and grievance mechanisms for residents on amenities.
  • Partner with security to govern access and safety protocols
  • Perform other duties as assigned by line manager

Job Description:

Parsons is looking for an amazingly talented Soft Services Manager to join our team! The Soft Services Manager oversees the daily non-technical operations, vendor contracts, and resident welfare programs within the workforce accommodation village. This role is responsible for ensuring a hygienic, safe, and high-quality living environment for thousands of residents. The manager will lead service mobilization, govern integrated facility management contractors, and maintain strict adherence to international and local worker welfare standards

What You'll Be Doing:
  • Oversee integrated soft facilities management subcontractors, ensuring strict compliance with Service Level Agreements (SLAs) and Key Performance Indicators (KPIs).
  • Direct daily operations across all non-technical streams, including mass catering, large-scale housekeeping, laundry services, waste management, pest control, and landscaping.
  • Manage the soft services operational budget, review vendor invoicing, and optimize resource allocation to prevent cost overruns.
  • Lead the operational readiness plans for new modules, blocks, or facilities within the village as the asset transitions from construction to occupancy.
  • Coordinate logistics across multiple vendors to ensure catering, sanitation, and recreation facilities can seamlessly scale up or down based on resident population shifts.
  • Conduct rigorous, routine inspections of living quarters, food preparation areas, and common spaces to enforce strict compliance with local municipal laws and international worker welfare frameworks.
  • Coordinate with the health, safety, and environment (HSE) team to manage medical clinic interfaces, emergency response drills, and sanitation controls.
  • Manage the upkeep and scheduling of facilities, spaces, prayer halls, and sports zones to foster a positive community environment.
  • Establish clear feedback loops and grievance mechanisms for residents, resolving complaints, cleanliness, or amenities promptly.
  • Partner with the security team to govern village access, crowd management, and resident safety protocols.
  • Perform other duties as assigned by the line manager/supervisor.
What Required Skills You have:
  • Relevant BSc degree in relevant field.
  • Min 10 years' experience in facilities management, with at least 3 years specifically managing large-scale workforce accommodations, remote camps, or high density-residential villages.
  • Certifications in food safety (e.g., HAACP, ServSafe) or professional facilities management
  • Exceptional conflict resolution skills, strong contractor management capabilities, and experience working within highly multicultural environments.
