Qualifications

  • Strong understanding of deployment, attendance monitoring, and resource utilization.
  • Knowledge of labor laws, company policies, and workforce management procedures.
  • Strong analytical, organizational, and problem-solving skills.
  • Proficiency in Microsoft Office, especially Excel and workforce reporting systems.
  • Excellent communication and interpersonal skills.
  • Ability to coordinate with a multicultural workforce.
  • Ability to work under pressure and manage multiple priorities.
  • Knowledge of HSE requirements and IMS policies is an advantage.

Responsibilities

  • Allocate workforce resources to meet daily operational and project needs.
  • Develop and maintain deployment plans based on schedules and manpower requirements.
  • Track availability and deployment to ensure right resources at right time/location.
  • Coordinate with Operations and project teams for smooth mobilization and allocation.
  • Analyze workforce data and trends to improve allocation strategies.
  • Maintain records of assignments, availability, transfers, and deployment status.
  • Prepare regular manpower and utilization reports.
  • Act as liaison between Camp Management and Project Teams on deployment priorities.
  • Monitor attendance, productivity, and availability and escalate concerns.
  • Identify shortages and gaps; recommend corrective actions.

Job description

The Senior Workforce Allocation Officer is responsible for planning, coordinating, and managing the effective allocation and deployment of manpower within the labor camp. The position ensures optimum workforce utilization, timely deployment, compliance with applicable labor laws and company policies, and the smooth execution of daily operations.

The role serves as a key coordination point between Camp Management, Operations, Project Teams, Supervisors, and workers to ensure workforce availability is aligned with operational requirements and organizational objectives.

Key Responsibilities
  • Allocate workforce resources efficiently to meet daily operational and project requirements.
  • Develop, monitor, and maintain workforce deployment plans based on project schedules and manpower requirements.
  • Track workforce availability and deployment to ensure the right resources are available at the right time and location.
  • Coordinate with Operations and project teams to ensure smooth and timely workforce mobilization and allocation.
  • Analyze workforce data, utilization levels, attendance patterns, and staffing trends to improve workforce allocation strategies.
  • Maintain accurate and up-to-date records of workforce assignments, availability, transfers, and deployment status.
  • Prepare regular reports on manpower allocation, workforce utilization, attendance, availability, and staffing requirements.
  • Act as the primary liaison between Camp Management and Project Teams regarding workforce requirements and deployment priorities.
  • Coordinate with supervisors to understand day-to-day manpower requirements and resolve workforce allocation issues.
  • Monitor worker attendance, productivity, performance, and availability and elevate any concerns to the relevant management.
  • Identify manpower shortages, excess resources, and deployment gaps and recommend appropriate corrective actions.
  • Ensure workforce allocation is carried out in compliance with applicable labor laws, company policies, contractual requirements, and internal procedures.
  • Support workforce planning and forecasting based on operational requirements and upcoming project activities.
  • Maintain effective communication with supervisors and workers regarding workforce assignments, transfers, schedules, and deployment arrangements.
  • Support the implementation of HSE initiatives and participate in safety awareness programs and activities.
  • Contribute to incident reporting, investigation, follow-up, and resolution in accordance with company and Integrated Management System (IMS) policies.
  • Identify opportunities to improve workforce utilization, allocation processes, and operational efficiency.
  • Perform other duties related to workforce management as assigned by management.
Qualifications & Experience:
  • Bachelor's degree or diploma in Human Resources, Business Administration, Operations Management, or a related discipline.
  • Proven experience in workforce management, manpower allocation, workforce planning, or a similar position.
  • Previous experience in labor camp, construction, facilities management, industrial other manpower-intensive environments is preferred.
  • Strong understanding of workforce deployment, manpower planning, attendance monitoring, and resource utilization.
  • Knowledge of applicable labor laws, company policies, and workforce management procedures.
  • Strong analytical, organizational, and problem-solving skills.
  • Proficiency in Microsoft Office, particularly Microsoft Excel and workforce reporting systems.
  • Excellent communication and interpersonal skills.
  • Ability to coordinate effectively with management, supervisors, project teams, and a multicultural workforce.
  • Ability to work under pressure and manage multiple priorities in a fast-paced operational environment.
  • Knowledge of HSE requirements and IMS policies is an advantage.
